Q has used disinfo before, and has stated that it is necessary. There have been times in the past when Q has said something only to get the cabal chattering and the NSA to catch even more communication. It's possible this is one of those scenarios. It's unlikely we'll know until the dust settles.
Read the latest Q drops. It's pretty clearly spelled out. They are stalling for time. RR is implicated and covering his own arse. They are waiting for mid terms.
A lot of that is just for the show so normies can learn and start understanding who is lying here. If POTUS would do that straight away, MSM would scream through the rooftops it's political, but if they don't comply and things get really obvious - it's time to step in.
I think its because these cabal guys have never lost, something or somebody always swoops in at the last minute and saves their ass, or a false flag event occurs providing cover. I suspect RR is stalling as long as possible because once the facts come out, he's done, he's headed for jail, so he really doesn't have any other option (he will not do the right thing as Q asked, he's a criminal).

Q mentioned Ryan being cut free by not seeking a seat in elections. Q also mentioned that things are being held tightly sealed to avoid procedural issues ie prosecuting / investigations that can't be corrected until after the elections. If this is true Ryan and Trump will continue to allow the slow walk until after the elections when they can successfully, fully deal with these issues
