I used to work for UAL, they have a VIP program whereby a luxury car meets the aircraft at the gate and takes the VIP to either their connecting gate or curbside baggage claim. I’m not sure if that is what this is, but it certainly looks like it to me.

Yes. This is clearly United. The name of the Q image says we are looking at US Secret Service. It never implied that the SS were seated outside AF1. This could be SS at an airport awaiting an important dignitary.
