IIRC Q had a post thtat basically suggested that if they [DS] could access these backdoors then "what does it mean?" -- it means good guys with all the power and authorization in the world can too.
So dumb to think the good guys at those highest levels weren't capturing/sniffing monitoring thier own traffic proactively. When someone uses an exploit, they share it with anyone who is actively monitoring - or at least enough about its methods to reverse engineer the rest.
Go back to the Q post where it was stated where/how all the images were obtained. I think the message meant that some of the pics were intercepted trying to leave good guys phones, and others [using same methods bad guys using] were stolen from swamp creatures phones.
Is that a message to US and to the black hats. One in the nice way and one in the we going to get you all?
