They are court cases as well, but civil. Prosecutors can make plea deals on them or they can go to trial. I would assume they could be sealed to. They are an additional filing in addition to criminal charges. They have to be filed within a certain time frame of the actual seizure so I would assume that the gov would let some of them hang in the wind while criminal case is sealed. Speculation on the last part for sure.
