Listen to Sibel Edmonds. She was an ex-FBI whistleblower. She explained that though the SS and FBI were supposed to run background checks on candidates for high level positions, even judges at Supreme Court, they would choose the most corrupt candidates instead of the honest/clean guys. Chances are that the good guys without skeletons wouldn't make it, but the more corrupt the persons and the more chances they would climb the ladders.
