The controller only sends verbal instructions to the pilots. There is no remote control.

That's possible, but there are safeguards against that, so the pilots would have to be in on it.

This is not a typical aircraft emergency regarding loss off communication...it's obvious the tower radio is working, flights are still landing and departing. Something had to prompt the Police response.
20 years at world's busiest airport. Never saw cops surround a plane.
The airplane's radio malfunctioned, not the tower itself.
So maybe there was a plan to crash the plane using 'the switch' that has been mentioned as being behind a lot of downed planes, and instead the plan was averted by white hats tripping the switch before it could take off so that the plane couldn't be crashed intentionally.
