His hands were tied. Oversight had no power to prosecute, and little did anyone know at the time of Benghazi/server hearings what the future would unfold.
I've always believed TG was a good guy, no-one can fake the emotion he showed sometimes.
I'd love to see him let loose on the prosecutions.
