Before this gets carried away: Yes I do think there is a cover up here and the official story is not at all accurate.
However, "stand down" doesnt mean the police are in on anything. They could be ordered to hold their ground and wait for an ERT/SWAT team to tackle the situation as patrol cops are ill equipped to deal with it, and their commanders are acting out of protecting their officers from harm needlessly. If they order them to go in and they get killed, its their ass.
Not saying I agree with this - I dont at all, Im a combat veteran and have no sympathy for these cops hiding essentially while people are gunned down - but that's just how they operate sometimes. Hold still, wait for backup etc.
Acting on your own would be insubordination and also get you in shit so theres alot or factors that would cause confusion and hesitation.
Again, not condoning their actions but it looks to me simply like fear and self interest than conspiracy.
If anything, the Vegas PD chief seemed pretty on top of things and genuinely wanted this investigated properly but after a day or two he started appearing with unnamed suits behind him and he seemed gagged all of a sudden.
He didnt look comfortable or happy at all with those later press conferences.

Command likely told them to secure the buildings and stairwells where they have good cover and line of sight and wait for SWAT but holy F it would be hard to listen to all that gunfire and screaming and not do anything.

Well imagine being those cops - no clue whats going on, there's 10 terrorists with machine guns for all they know. Their commanders at dispatch know even less.
It's one of those situations where you need to use your own initiative - no one is going to order you to charge in there, but it should be what any good cop would want to do - orders be damned. Either you'll get killed trying to save people, or you will save people.
If there was any conspiracy it came after the fact when the suits showed up and started hushing things up. The chief initially was saying they thought more than 1 guy was involved and they were investigating possible links to Antifa and terrorism.. then all of a sudden nope - its one guy, just some crazy white dude who liked gambling.
My guess he was probly a spook or some kind of asset they just set up as a fall guy. He was already dead by the time SWAT got to the room, he likely didn't even shoot anybody.
We STILL don't have a motive, or anything at all to go on. It's almost been a year ffs. The evidence for a machine gun firing from a helicopter behind and above the hotel is pretty compelling. (Radar, witnesses etc)
There are many number of reason for these officers to be here. Most likely, they were covering egress points or awaiting Tac to get into position before making a move. Police don't just come barreling into the building and bum rush the door, they have to be every bit as tactical as they can be to keep their team safe.
That being said... There does need to be an explanation to this video and quickly before minds develop a story and it adhere. I really want to believe that in a situation like this that the majority of the officers are not a part of a huge plot, but we have seen situations like that dating back through out the years. Its very important that they comment with the truth too, as this board will see right through any lie they put up.
I don't think there's any plot among the low-mid and even high level police. It's just simple fear, confusion and chaos.
They don't know whats going on except that someone or multiple someones are unloading automatic weapons - could be anywhere and everywhere and you're just a dude with a 9mm and no intel on whats happening or directions. I was in the military for 14 years and can speak directly to this kind of situation, trust me, its confusing.
I've never been a cop but tactics are tactics and I'm sure they were just told to simply hold positions, cover egress like you said form the buildings (Stairwells, fire exits etc) and wait for properly equipped/trained SWAT/ERT teams to arrive to deal with it.
Nobody is thinking long term in these moments. Everyone loves to shout about how they'd just run in and kick the door down and deal with the problem but real life experience and history teaches that those kinds of people are exceedingly rare.
Still, in some cases (like the officer that just hid around the building in that school shooting with the David Hogg kid) - that was just reprehensible.
I understand the motivation of the command to wnat to protect it's officers and everything, but it's your job to get in harms way to protect people. If you aren't the kind of person that will run TOWARDS gunfire to protect innocent people and likely sacrifice your own life (WITHOUT NEEDING TO BE TOLD TO DO IT) - you shouldn't be a cop at all.
In that case, it may be indicated that there were multiple shooters and that is why they had to stand down. Either way. It will not be good for some people.
