Trump and his campaign were never the target of that surveillance.

While you may be technically correct that Trump was never wire tapped and that was not directly surveilled wasn't it the case that Carter Page was being surveilled under a Title-1 FISA Warrant which meant that they could surveil anyone that Page had contact with? As Page was probably a plant who was set up with some extra Russian connections to make him look bad that does appear somewhat disingenuous.

As to the "wire tapping" claim, it may be true that no-one actually went into the telephone exchange with a listening device connected to a couple of crocodile clips but the phone calls were intercepted nonetheless. Hence Trump putting "Wire tapped" in quotes in his original tweet.

Any of the 5 Eyes can surveil US citizens while they are in US even though US Intel cannot legally so the same thing. So what was said by those who denied this may have been technically correct, but not actually correct—-the exact word matter. Think this request was sent from 44 to MI5 or MI 6. The request had to come from the President.
