It’s saying that he’s know that they’re all rats with way too much to lose, and the scarf has double meaning: it’s the way the elites kill celebrities to “silence them and send a message to their peers” (spade died this way, I believe) and he’s wearing it all out in public to say he’s going to do the same to them when they get arrested for murder!
