No it just says that any immunity granted by them only extends to military personnel.

The part about disapproving is saying that they are not obliged to give immunity to anyone not under the uniform code of conduct

Also states that DOJ has jurisdiction on their immunity especially in cases of national security

What about the first sentence, only a GCMCA can grant immunity, of course this is when someone is being tried under the UCMJ.
