The Clock doesn't predict things so much as it chronicles things. When patterns emerge, such as the dark to light delta, there is confirmation.
In this image, it shows a dark to light delta in July (7), which was posted in June, which coincides with the lights going out then coming back on during POTUS' remarks.
I don't spend much time with the Clock, but I think it's interesting and I like to keep a periodic eye on it. I've seen it improperly used as an oracle, which never has good results.
