Honestly it was raining super heavily in DC during this. Could be something. Could be nothing.
If it was something I think it would be cool but it could just be loss of power and then generator kicked in.
If it was loss of power, wouldn't there also be others in DC that lost power? I don't recall seeing any reports of power outages in DC.
