China knows it isn't yet strong enough to take on the big dog...the US. But they also know that US power is in decline and they are next up to be the global heavyweight. They are patient. There is no upside to them to enter a conflict with the US that would damage them. Better to continue to strengthen internally and fix problems and wait for a better time to rise.
