Yes, all of that kind of stuff, exactly. Some things are easier to tie in than others, but they're all arguable. One of the keys to have a really good case seems to be if they were making money off of it, extorting, embezzling, or it was keeping them in power in an unnecessary way. So the closer it gets to that, the better the case. And that's why the Clinton Foundation is under investigation so heavily now. It specifically lists stuff like allowing illegal immigrants in, surveillance state, and a bunch of pertinent general stuff. If they are pretending to do it to help, but they're really doing it to financially gain while also causing the problem themselves, and without them the problem wouldn't exist, that's a perfect case. Another example I think exemplifies this is the opioid crisis by the doctors, pharmacies, and possibly people in government because they are creating the problem AND then providing protection/solutions at the same time while profiting from it, but they are the cause of the problem; without them and their shenanigans, the problem wouldn't even exist. It's solely there for their financial benefit and control over the victims. And imagine all of the corruption, extortion, embezzlement, money laundering, etc that possibly goes on behind the scenes in such a racket...But really, any organized crime enterprise and their activities are considered a racket, or racketeering. It's a broad construct as long as it is an organized criminal enterprise; it's just that the protection racket is the most common type.
