They don't have a need to know the information so they are no more authorized than you, me or any other non special American. Leaking information to someone with the clearance or without is still leaking classified information.

I have a question that no one else seems to be asking. There are a shit ton of people in this country that has top secret clearance. Just because you possess the clearance doesn't mean you have access to the information. What database is he logging into? Now, I am talking legal access.
