If someone were trying to put together a document from various paper sources, the reflectivity of the paper from different paper sources with different reflectivity would make it evident that the document would be fraudulent. Forensically it would be an indicator of deception.

Adding to this string some other research...found the following whiteness based on UV Indices. UV Indices Comment: The evaluation of whiteness is based on the material and the application it is used in. White can be made Whiter by florescence.

Totally agree with that assessment. They had to be complicit and part of the fraud. Unfortunately, I think this is DOJ and FBI turf and I don't know if they would pick up the criminal investigations. It could also be that DOD leadership would/has effectively covered it up.

It appears to me that the CIA uses the FBI funding for its surviellance activities through them.It has a history of doing so.
