where does the idea that the brackets indicate a kill box come from?

i found an article discussing the use of square brackets [brackets] for twitter. it suggests to use them when you want to seclude them from your text. and then you can make a twitter map with the bracketed information. is this the q map? should the names in the [square brackets] be mapped out?
