China's top leaders set stage for extended Xi rule with 15-year plan

The Chinese Communist Party's top policy-setting body is expected to discuss long-term plans, the likes of which have not been seen in a quarter-century, at the plenary session that began Monday.

China's official Xinhua News Agency reported the start of the fifth plenum of the 19th Central Committee, which is scheduled to run through Thursday. Officials will discuss not only the country's 14th five-year plan starting next year, which is typical for the fifth plenum after each twice-a-decade party congress, but also more unusually targets for 2035. China watchers see it as laying the groundwork for President Xi Jinping to stay in office for years to come. This will mark the first appearance of 15-year plans at a plenum since the 1995 gathering presided over by then-General Secretary Jiang Zemin, which set both economic and defense goals for 2010. The latter are seen as a factor in why Jiang stayed on as chairman of the Central Military Commission, which oversees the People's Liberation Army, for nearly two years after Hu Jintao succeeded him as party leader in 2002. This time around, Xi may use such long-term planning "as a steppingstone toward staying in office for the long run," a diplomatic source in Beijing speculated. As an approximate halfway point to the 100th anniversary of the founding of modern China in 2049, 2035 has become a focal point for planning under Xi. The government has laid out economic plans and development goals with an eye toward that year.

Michael Hirson, practice head for China and Northeast Asia at Eurasia Group, wrote in a note Friday that the plenum will mark the introduction of "China's most geopolitical five-year plan" to date, reflecting Xi's drive to increase China’s self-reliance in terms of demand as well as supply. He called the 2021-2026 five-year plan as "best thought of as the first five years in a 15-year agenda," as Xi seeks to stay in power after 2022. "In the pre-Xi era, the fifth plenum was part of the process of transitioning to the next generation of leadership," Hirson said, noting that the implementation of the five-year plan would fall on the next leader. "But Xi’s ambitions to stay on for a third term in 2022 have changed the role and significance of this meeting," he said.

China watchers are keeping an eye out for high-level appointments at this week's gathering that could signal an upcoming transfer of power. Back in 2010, Xi's status as leader-in-waiting was cemented with his selection as vice chairman of the Central Military Commission at the 2010 plenum. Typically, based on the unwritten rule that top Communist Party officials step down at the next once-in-five-years party congress after turning 68, Xi would be expected to cede leadership at the 2022 meeting, when he will be 69. Yet no likely successors emerged at the last party congress in 2017. Should this state of affairs continue at the fifth plenum, that would indicate that Xi is angling to stay in power beyond 2022. Jiang and Hu both stepped down after two five-year terms, as required by the constitution. But the charter was revised in 2018 to eliminate presidential term limits, opening the door to a third term for Xi.

The plenum will wrap up Thursday with recommendations for the five-year program and longer-term goals. Based on past precedent, it is likely that only an outline will be made public that day, with the full text and Xi's explanation released several days later. The numerical targets that market watchers are waiting for are expected to be included in the full version.

Thousands of protesters descended on the British capital on Saturday to call for an end to coronavirus lockdowns and restrictions on businesses in the UK, which they described as a form of “tyranny”.

U.S. Marshals Recover 45 Missing Children

Columbus, OH – During the month of October, the U.S. Marshals Service Offices in Southern Ohio and Southern West Virginia, in conjunction with the Ohio Attorney General’s Office and the Central Ohio Human Trafficking Task Force participated in operation “Autumn Hope”. Operation Autumn Hope was a multi-agency enforcement operation focused on human trafficking and the location and recovery of missing and exploited children. During the operation 45 missing children were recovered by the U.S. Marshals and 179 arrests were made by the Central Ohio Human Trafficking Task Force. In addition, 20 children were located per the request of law enforcement to ensure the child’s well-being. The operation was supported by the National Center for Missing and Exploited Children (NCMEC), and Ohio state and local agencies.

During one of the missing child recoveries, a loaded gun was recovered. The 15-year old male juvenile had two warrants and is suspected in multiple shootings and a homicide.

Another case involved a high-risk 15-year old girl who was missing from Cleveland. Information developed from that recovery linked her and other possible victims to an individual in Columbus suspected of human trafficking.

An additional recovery of two juveniles occurred when the USMS Southern Ohio task force forwarded information to Marshals in West Virginia. A recovery of the missing juveniles occurred on a traffic stop after the W.V. State Patrol was informed to be on the lookout for the adult male and the vehicle he was driving. The adult male was charged with concealment/removal of a minor child in Jackson County, WV.

During the operation the Lancaster Police Department requested assistance in locating a 14-year-old girl who was reported missing in the middle of the night. The girl was recovered in Columbus by the U.S. Marshals within six hours of being reported missing.

Over the past five years, the USMS has recovered missing children in 75% of the cases it has received. And of those recovered, 72% were recovered within 7 days. Since 2005, the USMS has recovered more than 2,000 missing children. The Justice for Victims of Trafficking Act of 2015 enhanced the U.S. Marshals’ authority to assist federal, state and local law enforcement with the recovery of missing, endangered or abducted children, regardless of whether a fugitive or sex offender was involved. The Marshals established a Missing Child Unit to oversee and manage the implementation of its enhanced authority under the act.

The U.S. Marshals Southern Ohio Fugitive Apprehension Strike Team (SOFAST) is comprised of 70 federal, state and local law enforcement agencies from the lower 48 counties in the state of Ohio.

“My thanks to all personnel who have stepped up for this operation,” said Peter C. Tobin, U.S. Marshal for the Southern District of Ohio. “These are the same personnel who hunt down violent fugitives every day. I’m incredibly proud of them and pleased that they were able to apply those same skills to finding missing children. I know Operation Autumn Hope has made a difference in a lot of young lives.”

The Economist provided sympathetic coverage of a Chinese tech giant widely considered a national security risk without disclosing the publication's lucrative business relationship with the firm that spanned nearly a decade.

Huawei Technologies commissioned the Economist‘s business consulting division to advance its policy agendas and deflect cybersecurity concerns raised by Western governments. The publication has also run numerous Huawei advertisements, and its editors have cohosted several global forums with the company, helping the tech firm boost its public image as it faced growing scrutiny from the developed world for its close ties with the Chinese government.

The White House plans to host a swearing-in ceremony for Supreme Court nominee Amy Coney Barrett on Monday night following her expected confirmation, despite concerns that a gathering for her nomination in September was a super-spreader event for the coronavirus.

White House chief of staff Mark Meadows told reporters on Monday that if Barrett is confirmed by the Senate later in the day, "then we expect for a swearing-in to happen later this evening if all goes well."

I've got a sneaking suspicion we're being gaslit hard on this "Hunter and Natalie" narrative to distract from Hunter's obvious crimes. I'm not saying he never pulled a Weiner at some point; seems like they all do. What I'm saying is there's no evidence to show Hunter was abusing Natalie. All this is coming from a foreign media, and it's not even the content of the Laptop from Hell. The narrative just isn't adding up. Hunter seems to be pleading his case with Jim/Joe over Hallie's accusations, and appears to be causing all sorts of family drama in the Biden family. Jim even mentioned getting Hunter's side of things to ram it down Hallie's throat.

Not "defending" Hunter, per se, because he's got some obvious drug/hooker/sedition/treason/greed issues, but outside of the crack and hookers, I'm not seeing anything convincing me he was getting frisky with a particular underage relative. As Bannon said, the full HD will be released to the press after the election. I suppose we'll see how this goes.

I'm thinking GWP ran with this a little too soon, hyped it up with Cassandra Fairbanks' help, and now they've got people going nuts over it. If it's true, and they are right about it, this is some seriously messed up shit. If it's "false", to an extent, then GWP just took a hit to their reputation.

Matthew McConaughey Opens Up On Joe Rogan About Christianity, Cancel Culture, And Defund The Police

Matthew McConaughey said his religious beliefs are not separate from his belief in science, calling science, “the practical pursuit of God.”

“The two are not exclusive. They dance together; they go together, belief and science. I never saw those as contradictions,” he said on a recent episode of “The Joe Rogan Experience.”

McConaughey explained how his beliefs are intertwined with his acting carer, and why Christianity is often treated as taboo and sometimes plays a role in the cancel culture in Hollywood.

While McConaughey said he hasn’t necessarily encountered pushback for his religious beliefs, he said that the progressive and “illiberal” trend of “condescending and patronizing” people who believe differently must stop.

“To throw somebody, to illegitimize them because they say they are a believer, is just so arrogant and in some ways hypocritical to me,” McConaughey said.

Rogan pointed out that some people have manipulated the Bible or religion for their own gain, but McConaughey countered that those outliers shouldn’t take away from the resourcefulness and truth that comes from it.

“We’re making people personae non-gratae because of something they do that is right now deemed wrong or it’s the hot point in a hot topic right now,” McConaughey added. “You can’t erase someone’s entire existence. Where the heck does some forgiveness go?”

“It’s not erasing the crisis,” McConaughey said. “It’s not saying there wasn’t a problem first. It’s not saying that there’s versions or parts of the Bible that have been people have bastardized and used in the wrong way. But you don’t throw the whole book out and say well it’s all, it’s all bad then it’s all of us because it’s false.”

While McConaughey, quoting scriptures and Bible stories, said that sometimes he doesn’t know what to do with certain Biblical examples, he said that “the practical stuff” is useful.

“There’s proverbs and there’s teachings that I think are very valid and very helpful that we could all be reminded to be better in the Bible that I do find quite useful,” McConaughey said. “There’s a lot of great truths that come out of the Bible and it is open for a lot of people.”

McConaughey and Rogan also discussed the “defund the police movement.” The actor said he believes there are “a few bad apples” that “either need to be trained better” or “need to be removed,” but that police fill an important and difficult role in society.

“I don’t see how [defunding the police] is gonna rehabilitate that relationship. Now you have spite on both sides,” McConaughey said.

“The cops need to go to their communities and go, ‘Can y’all remember and understand our point of view, that we’re like the tow truck driver? We’re not called when there’s good news; we’re called when it’s bad news. So we’re coming in looking for trouble, alright? So we’re already under stress, even if we get a call. So can y’all help us in our way that we communicate?'” he said. “Can we get trust again that, if a cop says, ‘Hey, stand still, take your hands out of your pocket, hold ’em up,’ … that something’s not gonna happen to us that shouldn’t?'”

Actor Chris Pratt was recently attacked by social media mobs for his religious and supposed political beliefs, but was quickly defended by his Marvel Universe co-stars such as Robert Downey Jr., who were subsequently criticized for defending him.
