A routine court hearing on the unsealing of documents in a civil case against Ghislaine Maxwell was overwhelmed Tuesday by more than 14,000 followers of the insane QAnon conspiracy theory.

A conference line used by reporters and the public to listen to the remote proceeding was at capacity. A YouTube personality who managed to get access to the hearing broadcast it on his channel to more than 14,000 listeners who shared bizarre conspiracies about a global sex trafficking cabal in a livechat.

Word of the livestream reached Manhattan Federal Judge Loretta Preska, who halted the hearing.

“Whoever is doing this, you are operating against the law. I suspect there’s a way to find out, so I will ask you most respectfully to stop doing it. We’ve had enough of a lack of the rule of law around here, let’s try to observe it,” she said.

The YouTube stream was then cut. Court rules ban recording or rebroadcasting of hearings.

Maxwell is awaiting trial on charges of grooming victims of Jeffrey Epstein in the mid-1990s. Preska is overseeing the lengthy process of unsealing documents in a civil suit brought by Epstein accuser Virginia Giuffre against Maxwell.

Lebanon Central Banker Salame Faces Swiss Money Laundering, Embezzlement Probe

Switzerland’s Attorney General has requested Lebanon’s legal assistance on a criminal investigation of the Banque du Liban (BDL).

No details of the investigation were given, but Lebanon’s Minister of Justice, Marie Claude Najm, said she has submitted to the public prosecutor a request for cooperation sent by Swiss judicial authorities. She gave no further details.

The Swiss and Lebanese statements came hours after the Central Bank issued a statement dismissing as “fabrications and false news” media reports that Central Bank Governor Riad Salame, his brother and his assistant are the subjects of the Swiss investigation. Salame himself vowed to sue anyone reporting on the probe.

Salame, his assistant, Marianne Houwayek, and his brother, Raja Salame, were key figures in “Lebanon’s Offshore Governor,” an investigation published in August 2020 by OCCRP and its local media partner, Daraj.com. The report revealed that offshore companies owned by Riad Salame have quietly invested nearly US$100 million in overseas assets, focusing on real estate in the United Kingdom, Belgium and Germany, even as Salame encouraged others to keep their money in his economically devastated country.

Agence France-Presse reported Tuesday that the Swiss investigation involves some $400 million in money transfers. That report could not be immediately confirmed.

Rumors of the governor’s offshore wealth have swirled around Lebanon for years, but the extent of the investments by one of Lebanon’s most prominent public officials had remained a secret until that investigation.

Accusations against Salame have been mounting. His assets, including properties and vehicles, were frozen last July after a group of Lebanese lawyers formally accused him of violating various laws, including embezzlement and mismanagement of public funds.

A second joint investigation, published in December, revealed that a company tied to Salame bought a stake in his son’s London-based financial management company, then sold it to a major Lebanese bank that he regulates.

Salame has denied all wrongdoing, attributing the accusations to Lebanese politics.

Reuters reported Tuesday that a Lebanese government official confirmed the Swiss investigation involves money transfers made by the Salames and Houwayek.

“Both the prime minister and the president are in the loop on the European move,” the official told Reuters.

Diplomats in Beirut told Daraj.com that authorities in several European countries plan similar investigations of money transfers made by Lebanese politically exposed personalities (PEPs) in November 2019, before the country slipped into its deepest financial crisis.

Lebanese citizens have been pressing the government and the central bank to expose the names and amounts of money transferred offshore by Lebanese politicians but the government has declined, citing banking secrecy laws.

Lebanon is dealing with a deep financial crisis that has hurt the currency, worsened poverty and unemployment, and prompted a sovereign debt default. The crippled banking system has cut access to dollar accounts since last year, prompting widespread unrest and demands for legal action against Salame and other officials.

Salame has led the Lebanese Central Bank since 1993, and is the world’s longest-serving central bank chief.

Massachusetts Rescinds Flu Vaccine Mandate

The Massachusetts Department of Public Health (DPH) Friday rescinded a flu vaccine mandate that would have required all children over the age of 6 months attending Massachusetts childcare, pre-school, kindergarten, K-12 or college to get the flu vaccine by Feb. 28.

The reversal came on the same date — Jan. 15 — the DPH was due to respond in court to a request for a preliminary injunction that would have prevented the mandate from being enacted.

The injunction was filed in conjunction with a lawsuit alleging the mandate was unlawful and therefore unenforceable. The lawsuit, filed in December 2020, in Massachusetts Superior Court by a Massachusetts mother on behalf of her graduate student daughter was funded by Informed Consent Action Network (ICAN).

Janet Yellen, U.S. President-elect Joe Biden’s nominee for Treasury Secretary, urged lawmakers on Tuesday to “act big” on the next coronavirus relief package, adding that the benefits outweigh the costs of a higher debt burden. Yellen said her task as Treasury chief will be to help Americans endure the final months of the coronavirus pandemic, and rebuilding the U.S. economy “so that it creates more prosperity for more people and ensures that American workers can compete in an increasingly competitive global economy.”

Biden, who will be sworn into office on Wednesday, outlined a $1.9 trillion stimulus package proposal last week, saying bold investment was needed to jump-start the economy and accelerate the distribution of vaccines to bring the virus under control.

Asked what outlays would provide the biggest “bang for the buck,” Yellen said spending on public health and widespread vaccinations was the first step. Extended unemployment and SNAP benefits, better known as food stamps, should be next, she said.

Targeting relief to people in the greatest need, and to small businesses, will create “a great deal of spending per dollar spent, they’ll create jobs throughout the economy,” Yellen said.

“Neither the president-elect, nor I, propose this relief package without an appreciation for the country’s debt burden. But right now, with interest rates at historic lows, the smartest thing we can do is act big,” Yellen, a former Federal Reserve chair, told the Senate Finance Committee.

“Even though the amount of debt relative to the economy has gone up, the interest burden hasn’t,” Yellen said, referring to the amount of money the federal government pays in interest on that debt.

US Files Appeal in Assange Case

The U.S. on Tuesday filed an appeal in London against a British judge’s decision to block Julian Assange’s extradition on health grounds.

The United States has filed an appeal of Judge Vanessa Baraitser’s Jan. 4 decision to block WikiLeaks publisher Julian Assange’s extradition to the United States because of an extreme risk of suicide.

Washington’s British lawyers’ filed papers with the High Court in London on the final day of a 14-day deadline, a spokesman for the Crown Prosecution Service confirmed to Britain’s Press Association.

The PA reported that the U.S. has been granted an additional fortnight to file details to back up its appeal.

An administrative decision by the High Court is expected on whether to allow the appeal before any hearings could be heard.

The filing comes on the last full day of the Trump administration, which prosecuted Assange on 17 charges under the Espionage Act and one charge of conspiracy to commit computer intrusion and requested his extradition.

The incoming Biden administration has given no indication how its Department of Justice would deal with the case.

Meanwhile, two days after Baraitser ordered Assange “discharged” she denied him bail and sent him back to Belmarsh Prison, where he has languished since shortly after his arrest on April 11, 2019.

For proof, let’s start with vitamin D, which sure seems to lessen the severity of coronavirus infections. As the chart below illustrates (couldn’t find the source, but google “covid vitamin D” and you’ll find lots of studies that track with this data), people with higher levels of vitamin D in their bloodstream tend to experience covid-19 as a non-event while people low levels found the infection life-threatening. There are obvious questions about causality here, so calling vitamin D a “cure” is going way too far. But if it has even a marginal effect – and the data suggest considerably more — a rational government would, you’d think, be handing out vitamin D like Halloween candy. In fact, since we’re mandating/prohibiting all kinds of other behaviors, we might expect vitamin D consumption to be required along with masks and social distancing.

Even covid-czar Anthony Fauci recently said:

''“If you are deficient in vitamin D, that does have an impact on your susceptibility to infection. So I would not mind recommending — and I do it myself — taking vitamin D supplements.”''

So why aren’t family-sized bottles of vitamin D arriving in the mail from the CDC? A cynic might wonder if the fact that Big Pharma doesn’t make much money from cheap, widely available supplements plays a role in the government’s apparent lack of interest.

Now about those lockdowns. Tom Woods has been producing charts that appear to show virtually no difference in virus outcomes between US states with aggressive lockdown policies and those without. California, for instance, has shuttered most of its small businesses and imposed widespread curfews, while Florida hasn’t. Here’s the result: (Image 1)

As for the rest of the world – where they’re supposedly doing better than the US – the pattern of zero correlation between lockdowns and virus spread seems to be holding. France imposed a full national lockdown in March – after which the virus spiked. Then they added mask mandates (indoor and outdoor), with fines attached. And daily new cases soared. (Image 2)

And, in what sounds more like incompetence than dishonesty, he’s apparently been answering the question “when will life go back to normal?” with whatever pops into his head at the time. In early 2020, it was the coming Autumn. In July, it was “a year or so.” More recently it’s “well into 2021.”

But the biggest and by far the most outrageous reason for this growing mistrust has to be the World Health Organization which, well, read for yourself:

Nabarro went on to point out several of the negative consequences lockdowns have caused across the world, including devastating tourism industries and increased hunger and poverty.

''“Just look at what’s happened to the tourism industry in the Caribbean, for example, or in the Pacific because people aren’t taking their holidays,” he said. “Look what’s happened to smallholder farmers all over the world. … Look what’s happening to poverty levels. It seems that we may well have a doubling of world poverty by next year. We may well have at least a doubling of child malnutrition.”''

In the United States, lockdowns have been tied to increased thoughts of suicide from children, a surge in drug overdoses, an uptick in domestic violence, and a study conducted in May concluded that stress and anxiety from lockdowns could destroy seven times the years of life that lockdowns potentially save.

The health care establishment could have saved a lot of time — and embarrassment — by just asking regular people about this stuff. But then they would have made a lot less money.

BREAKING: Active US soldier charged with planning attack on 9/11 memorial, fellow service members

Federal officials in New York announced today the arrest of Cole Bridges, a/k/a “Cole Gonzales,” a Private First Class in the U.S. Army, on federal terrorism charges based on his alleged efforts to assist ISIS to attack and kill U.S. soldiers in the Middle East. Bridges was charged by Complaint with attempting to provide material support to a designated foreign terrorist organization, and attempting to murder U.S. military service members.

The FBI and Army Counterintelligence arrested Bridges today.

Manhattan U.S. Attorney Audrey Strauss said: “As alleged, Cole Bridges betrayed the oath he swore to defend the United States by attempting to provide ISIS with tactical military advice to ambush and kill his fellow service members. Our troops risk their lives for our country, but they should never face such peril at the hands of one of their own. This comes out as we are being bombarded with mass media punditry from literal CIA veterans like Sue Gordon and Elissa Slotkin forcefully hammering home the message that domestic terror is the new frontier for combating violent extremism, meaning of course that new Patriot Act-like solutions will be needed. Winslow himself spent six years traveling and doing research for a novel about a former CIA operative, and if some government agency didn’t recruit him during that period they clearly should have.

This will get frightening if it keeps up. Just as a relatively low-profile lefty blogger I routinely get liberals online falsely claiming I’m a Russian agent and saying they’ll report me to the FBI, and that’s without an aggressive campaign urging them to join a powerful digital army. The fact that Winslow stays very vague about what he means by “Trump’s new army” and constantly conflates rank-and-file Trump supporters with white supremacist terrorists means people are effectively being pointed at all Trump supporters, especially when normal Trump rallies are what he points to in the video. If this takes off it can very quickly lead to a volunteer army of power-worshipping snitches against literally anyone who is critical of US foreign policy or the Democratic Party, whether they actually support Trump or not.

In fact just following the trending hashtag I’m noticing Twitter users saying this means targeting all Trump supporters, so clearly that is the message that’s being absorbed.

Guatemala Breaks Up Migrant Caravan and Deports Thousands

Guatemalan authorities say they have deported 2,374 migrants to Honduras who were part of a caravan trying to reach the U.S. Another 955 have been sent to immigration offices, Guatemala’s immigration institute said. A caravan of at least 6,000 people left Honduras last week in a bid to reach the U.S., believing that incoming President Joe Biden will improve treatment of migrants. Guatemalan soldiers and riot police blocked highways to prevent the group from advancing, beating some with sticks and launching tear gas.

Some migrants continued through Guatemala in smaller groups, while others remain stuck near the Honduran border, according to Honduran newspaper La Prensa.

CIA Director Gina Haspel Announces Resignation

CIA Director Gina Haspel, who has had an increasingly strained relationship with President Trump during the final year of his administration, announced Tuesday that she is leaving the agency. “It has been the greatest honor of my life to lead this remarkable organization,” Haspel wrote in a statement shared by the CIA on Twitter.

Haspel did not articulate the reason for her departure, which comes on the last full day of Trump’s presidency, though Axios reported last week that she had threatened to resign in early December when Trump sought to install loyalist and former Rep. Devin Nunes (R-Calif.) aide Kash Patel as her deputy in hopes of pushing Haspel out the agency.

Trump instead installed Patel as chief of staff to acting Defense Secretary Chris Miller, who he reshuffled to the top of the agency after firing Mark Esper post-presidential election.

According to Axios, Trump “spent his last year in office ruminating over Haspel” and reportedly weighed firing her on multiple occasions for a perceived lack of loyalty.

President-elect Joe Biden has named William Burns, a deputy secretary of state in the Obama administration, as his pick for CIA director, however, it’s currently unclear who will serve in the role until a new director is confirmed by the Senate.

The CIA did not immediately respond to questions from Forbes.

As I conclude my term as the 45th President of the United States, I stand before you truly proud of what we have achieved together. We did what we came here to do – and so much more.

This week, we inaugurate a new administration and pray for its success in keeping America safe and prosperous. We extend our best wishes, and we also want them to have luck – a very important word.

I'd like to begin by thanking just a few of the amazing people who made our remarkable journey possible.

Now more than ever, we must unify around our shared values and rise above the partisan rancor, and forge our common destiny.

Four years ago, I came to Washington as the only true outsider ever to win the presidency. I had not spent my career as a politician, but as a builder looking at open skylines and imagining infinite possibilities. I ran for president because I knew there were towering new summits for America just waiting to be scaled. I knew the potential for our nation was boundless as long as we put America first.

So I left behind my former life and stepped into a very difficult arena, but an arena nevertheless, with all sorts of potential if properly done. America had given me so much, and I wanted to give something back.

Together with millions of hardworking patriots across this land, we built the greatest political movement in the history of our country. We also built the greatest economy in the history of the world. It was about 'America First' because we all wanted to make America great again. We restored the principle that a nation exists to serve its citizens. Our agenda was not about right or left, it wasn't about Republican or Democrat, but about the good of a nation, and that means the whole nation.

With the support and prayers of the American people, we achieved more than anyone thought possible. Nobody thought we could even come close.

We passed the largest package of tax cuts and reforms in American history. We slashed more job-killing regulations than any administration had ever done before. We fixed our broken trade deals, withdrew from the horrible Trans-Pacific Partnership and the impossible Paris Climate Accord, renegotiated the one-sided South Korea deal, and we replaced NAFTA with the groundbreaking USMCA that's Mexico and Canada a deal that's worked out very, very well.

Also, and very importantly, we imposed historic and monumental tariffs on China; made a great new deal with China. But before the ink was even dry, we and the whole world got hit with the China virus. Our trade relationship was rapidly changing, billions and billions of dollars were pouring into the U.S., but the virus forced us to go in a different direction.

The whole world suffered, but America outperformed other countries economically because of our incredible economy and the economy that we built. Without the foundations and footings, it wouldn't have worked out this way. We wouldn't have some of the best numbers we've ever had.

We also unlocked our energy resources and became the world's number-one producer of oil and natural gas by far. Powered by these policies, we built the greatest economy in the history of the world. We've never seen numbers like we've seen, and that's before the pandemic and after the pandemic.

We rebuilt the American manufacturing base, opened up thousands of new factories, and brought back the beautiful phrase: 'Made in the USA.'

To make life better for working families, we doubled the child tax credit and signed the largest-ever expansion of funding for childcare and development. We joined with the private sector to secure commitments to train more than 16 million American workers for the jobs of tomorrow.

When our nation was hit with the terrible pandemic, we produced not one, but two vaccines with record-breaking speed, and more will quickly follow. They said it couldn't be done but we did it. They call it a 'medical miracle,' and that's what they're calling it right now: a 'medical miracle.'

Another administration would have taken 3, 4, 5, maybe even up to 10 years to develop a vaccine. We did in nine months.

We grieve for every life lost, and we pledge in their memory to wipe out this horrible pandemic once and for all.

When the virus took its brutal toll on the world's economy, we launched the fastest economic recovery our country has ever seen. We passed nearly $4 trillion in economic relief, saved or supported over 50 million jobs, and slashed the unemployment rate in half. These are numbers that our country has never seen before.

We reclaimed our sovereignty by standing up for America at the United Nations and withdrawing from the one-sided global deals that never served our interests. And NATO countries are now paying hundreds of billions of dollars more than when I arrived just a few years ago. It was very unfair. We were paying the cost for the world. Now the world is helping us.

And perhaps most importantly of all, with nearly $3 trillion, we fully rebuilt the American military – all made in the USA. We launched the first new branch of the United States Armed Forces in 75 years: the Space Force. And last spring, I stood at Kennedy Space Center in Florida and watched as American astronauts returned to space on American rockets for the first time in many, many years.

We revitalized our alliances and rallied the nations of the world to stand up to China like never before.

We obliterated the ISIS caliphate and ended the wretched life of its founder and leader, al Baghdadi. We stood up to the oppressive Iranian regime and killed the world's top terrorist, Iranian butcher Qasem Soleimani.

We recognized Jerusalem as the capital of Israel and recognized Israeli sovereignty over the Golan Heights.

As a result of our bold diplomacy and principled realism, we achieved a series of historic peace deals in the Middle East. Nobody believed it could happen. The Abraham Accords opened the doors to a future of peace and harmony, not violence and bloodshed. It is the dawn of a new Middle East, and we are bringing our soldiers home.

I am especially proud to be the first president in decades who has started no new wars.

Above all, we have reasserted the sacred idea that, in America, the government answers to the people. Our guiding light, our north star, our unwavering conviction has been that we are here to serve the noble everyday citizens of America. Our allegiance is not to the special interests, corporations, or global entities; it's to our children, our citizens, and to our nation itself.

As president, my top priority, my constant concern, has always been the best interests of American workers and American families. I did not seek the easiest course; by far, it was actually the most difficult. I did not seek the path that would get the least criticism. I took on the tough battles, the hardest fights, the most difficult choices because that's what you elected me to do. Your needs were my first and last unyielding focus.

This, I hope, will be our greatest legacy: Together, we put the American people back in charge of our country. We restored self-government. We restored the idea that in America no one is forgotten, because everyone matters and everyone has a voice. We fought for the principle that every citizen is entitled to equal dignity, equal treatment, and equal rights because we are all made equal by God. Everyone is entitled to be treated with respect, to have their voice heard, and to have their government listen. You are loyal to your country, and my administration was always loyal to you.

We worked to build a country in which every citizen could find a great job and support their wonderful families. We fought for the communities where every American could be safe and schools where every child could learn. We promoted a culture where our laws would be upheld, our heroes honored, our history preserved, and law-abiding citizens are never taken for granted. Americans should take tremendous satisfaction in all that we have achieved together. It's incredible.

Now, as I leave the White House, I have been reflecting on the dangers that threaten the priceless inheritance we all share. As the world's most powerful nation, America faces constant threats and challenges from abroad. But the greatest danger we face is a loss of confidence in ourselves, a loss of confidence in our national greatness. A nation is only as strong as its spirit. We are only as dynamic as our pride. We are only as vibrant as the faith that beats in the hearts of our people.

No nation can long thrive that loses faith in its own values, history, and heroes, for these are the very sources of our unity and our vitality.

What has always allowed America to prevail and triumph over the great challenges of the past has been an unyielding and unashamed conviction in the nobility of our country and its unique purpose in history. We must never lose this conviction. We must never forsake our belief in America.

The key to national greatness lies in sustaining and instilling our shared national identity. That means focusing on what we have in common: the heritage that we all share.

At the center of this heritage is also a robust belief in free expression, free speech, and open debate. Only if we forget who we are, and how we got here, could we ever allow political censorship and blacklisting to take place in America. It's not even thinkable. Shutting down free and open debate violates our core values and most enduring traditions.

In America, we don't insist on absolute conformity or enforce rigid orthodoxies and punitive speech codes. We just don't do that. America is not a timid nation of tame souls who need to be sheltered and protected from those with whom we disagree. That's not who we are. It will never be who we are.

For nearly 250 years, in the face of every challenge, Americans have always summoned our unmatched courage, confidence, and fierce independence. These are the miraculous traits that once led millions of everyday citizens to set out across a wild continent and carve out a new life in the great West. It was the same profound love of our God-given freedom that willed our soldiers into battle and our astronauts into space.

As I think back on the past four years, one image rises in my mind above all others. Whenever I traveled all along the motorcade route, there were thousands and thousands of people. They came out with their families so that they could stand as we passed, and proudly wave our great American flag. It never failed to deeply move me. I knew that they did not just come out to show their support of me; they came out to show me their support and love for our country.

This is a republic of proud citizens who are united by our common conviction that America is the greatest nation in all of history. We are, and must always be, a land of hope, of light, and of glory to all the world. This is the precious inheritance that we must safeguard at every single turn.

For the past four years, I have worked to do just that. From a great hall of Muslim leaders in Riyadh to a great square of Polish people in Warsaw; from the floor of the Korean Assembly to the podium at the United Nations General Assembly; and from the Forbidden City in Beijing to the shadow of Mount Rushmore, I fought for you, I fought for your family, I fought for our country. Above all, I fought for America and all it stands for – and that is safe, strong, proud, and free.

Now, as I prepare to hand power over to a new administration at noon on Wednesday, I want you to know that the movement we started is only just beginning. There's never been anything like it. The belief that a nation must serve its citizens will not dwindle but instead only grow stronger by the day.

As long as the American people hold in their hearts deep and devoted love of country, then there is nothing that this nation cannot achieve. Our communities will flourish. Xi Jinping Signs Order No. 1 'To Focus On War Preparedness' And Refers To The U.S. As 'Enemy'

Chinese Communist Party leader Xi Jinping signed Central Military Commission Order No. 1, to "implement Xi Jinping's thinking on strengthening the military," "focus on war preparedness," make better use of advanced technologies in training and weapons systems, and improve joint training and operations among the People's Liberation Army's military branches. One of Xi's greatest concerns is preventing the independence of Taiwan and ensuring that United States support for Taiwan be militarily challenged by constant People's Liberation Army (PLA) readiness.

It is worth noting that in the mobilization order for training issued on January 2, 2020, Xi Jinping stressed that the PLA should "keep a close eye on the powerful enemy (i.e. the U.S.), focus on actual combat training, and maintain a high state of alert to ensure that it is ready to assemble at the first call and is capable of fighting and winning."

This Year's Directive Requires The PLA To Deepen Actual Combat Training

"Xi Jinping, General Secretary of the Chinese Communist Party (CCP) Central Committee and Chairman of the Central Military Commission (CMC) of the Chinese Communist Party, signed the CMC Order No. 1 of 2021 yesterday, issuing a mobilization order for training to the whole military. The order requires the entire armed forces to focus on war preparedness and ensure constant combat readiness and being primed to fight at any second.

"Xi demanded that the People's Liberation Army (PLA) persist in 2021 to be guided by Xi Jinping thought on socialism with Chinese characteristics for a new era, implement Xi Jinping's thinking on strengthening the military, implement the military strategic guideline for a new era, carry out the spirit of the military training conference of the Central Military Commission, strengthen the Party's leadership over the work of military training, focus on preparing for war, further promote the transformation of military training, build a new military training system, and comprehensively improve the level of actual combat training and the ability to win.

Foreigners Bought A Record Amount Of US Stocks In The Year Ending November, China Restarted Bond-Buying

After foreigners bought a record amount of stocks in the last 12 months into October, the latest Treasury International Capital flow data shows November was a massive month for private inflows overall. After a record stretch of selling which ended in May 2020, foreign central banks bought US Treasury for 3 consecutive months in Aug, Sept and Oct, the longest stretch of buying since June 2014., but November saw the selling stretch resume, with the biggest selling since April 2020.

After 5 straight months of selling, China bought $9bn of US Treasuries in November.

Japan was a seller for the 4th straight month. Foreigners bought everything in November… for the first time since Sept 2017. Foreigners bought $9.640BN in TSYs in November, a reversal from their selling of $20.1BN in October.

They doubled down on purchases of Agencies, buying $53.39BN in November after buying $48.9BN in October.

Foreigners bought $867MM in corporate bonds, after selling $21.5BN in October.

Finally, they purchased $61.9BN in equities in November, the 7th consecutive month of purchases (and second biggest month of foreign stock purchases ever)…But what really stood out, foreigners bought a record $316 billion in US equities in the LTM period ending November 2020-cap#2 Finally, we note that while Treasury holdings overall are rising modestly, but have a long way to go to match the de-dollarization trend seen in gold holdings over the past year

Lifting Self-Imposed Restrictions on the U.S.-Taiwan Relationship

Taiwan is a vibrant democracy and reliable partner of the United States, and yet for several decades the State Department has created complex internal restrictions to regulate our diplomats, service members, and other officials’ interactions with their Taiwanese counterparts. The United States government took these actions unilaterally, in an attempt to appease the Communist regime in Beijing. No more.

Today I am announcing that I am lifting all of these self-imposed restrictions. Executive branch agencies should consider all “contact guidelines” regarding relations with Taiwan previously issued by the Department of State under authorities delegated to the Secretary of State to be null and void.

Additionally, any and all sections of the Foreign Affairs Manual or Foreign Affairs Handbook that convey authorities or otherwise purport to regulate executive branch engagement with Taiwan via any entity other than the American Institute in Taiwan (AIT) are also hereby voided. The executive branch‘s relations with Taiwan are to be handled by the non-profit AIT, as stipulated in the Taiwan Relations Act.

The United States government maintains relationships with unofficial partners around the world, and Taiwan is no exception. Our two democracies share common values of individual freedom, the rule of law, and a respect for human dignity. Today’s statement recognizes that the U.S.-Taiwan relationship need not, and should not, be shackled by self-imposed restrictions of our permanent bureaucracy.
