Bridgewater Loss Stuck at 18.6% in Main Fund After Model Tweaks

 

Ray Dalio’s Bridgewater Associates spent weeks earlier this year tweaking its investment models to account for unprecedented government stimulus and the worsening pandemic. That hasn’t helped performance. The flagship Pure Alpha II fund has lost 18.6% through Thursday, according to a person familiar with the matter. That’s little changed from the decline it reported through the end of August. This year’s loss in Dalio’s main fund is shaping up to be its worst ever, putting him far behind other macro managers who have posted strong gains in 2020. The fund has gained little ground since the end of March, despite a strong market rebound. It was down about 23% in the first quarter as the spread of Covid-19 brought much of the global economy to a standstill.

 

After central banks flooded markets with liquidity, Bridgewater investment managers spent more than a month turning off strategies they deemed to be ill-suited for the new environment, and adjusted others they believed would work. By August, a person close to the firm said risk levels, which had been cut earlier in the year, were back to historic norms. Bridgewater, which managed $148 billion as of September, also had at least one more client pull money from its hedge funds. The Delaware Public Employees’ Retirement System recently liquidated its $180 million investment in the firm’s Pure Alpha Major Markets fund, Bloomberg Intelligence analyst Alison Williams said in a note this week, citing data from Pensions & Investments. In the first seven months of the year, clients withdrew a net $3.5 billion from Bridgewater hedge funds.

 

A Bridgewater spokeswoman declined to comment, and a representative for Delaware’s pension fund didn’t immediately reply to a message seeking comment.

Federal Court Declares Genetically Engineered Salmon Unlawful

 

Court rules Food and Drug Administration failed to analyze risks to endangered salmon from escape. Rejects far-reaching FDA claim it lacks duty to protect the environment from genetically engineered animals.

 

Today, the U.S. District Court for the Northern District of California ruled the Food and Drug Administration (FDA) violated core environmental laws in approving the genetically engineered salmon. The Court ruled that FDA ignored the serious environmental consequences of approving genetically engineered salmon and the full extent of plans to grow and commercialize the salmon in the U.S. and around the world, violating the National Environmental Policy Act. The Court also ruled that FDA’s unilateral decision that genetically engineered salmon could have no possible effect on highly-endangered, wild Atlantic salmon was wrong, in violation of the Endangered Species Act. The Court ordered FDA to go back to the drawing board and FDA must now thoroughly analyze the environmental consequences of an escape of genetically engineered salmon into the wild.

 

β€œToday’s decision is a vital victory for endangered salmon and our oceans,” said George Kimbrell, CFS legal director and counsel in the case. β€œGenetically engineered animals create novel risks and regulators must rigorously analyze them using sound science, not stick their head in the sand as officials did here. In reality, this engineered fish offers nothing but unstudied risks. The absolute last thing our planet needs right now is another human-created crisis like escaped genetically engineered fish running amok.”

 

In 2016, Center for Food Safety (CFS) and Earthjusticeβ€”representing a broad client coalition of environmental, consumer, commercial and recreational fishing organizations and the Quinault Indian Nationβ€”sued the FDA for approving the first-ever commercial genetically engineered animal, an Atlantic salmon engineered to grow twice as fast as its wild counterpart. The genetically engineered salmon was produced by AquaBounty Technologies, Inc. with DNA from Atlantic salmon, Pacific king salmon, and Arctic ocean eelpout. This marks the first time any government in the world has approved a commercially genetically engineered animal as food.

 

The Court ruled that FDA failed to consider and study the environmental risks of this novel GE fish. When GE salmon escape or are accidentally released into the environment, the new species could threaten wild populations by mating with endangered salmon species, outcompeting them for scarce resources and habitat, and/or introducing new diseases. The world’s preeminent experts on GE fish and risk assessment, as well as biologists at U.S. wildlife agencies charged with protecting fish and wildlife, heavily criticized FDA’s approval for failing to evaluate the impacts of GE salmon on native salmon populations. Yet FDA ignored their concerns in the final approval.

According to admissions made in connection with her guilty plea, while employed as a paralegal, Taff was assigned to the office’s Civil Division, where she worked exclusively on matters related to civil forfeiture and was neither required nor authorized to access files and information related to the district’s investigation and prosecution of criminal cases. Taff admitted that on or about May 16, 2018, she used her U.S. Department of Justice computer to access criminal files stored on the district’s shared electronic data storage drive, including reports of law enforcement interviews with at least two individuals who cooperated with the district in a drug-trafficking investigation. Taff then used her cell phone to take approximately thirty photographs of the sensitive, non-public documents related to the drug-trafficking investigation.

 

After photographing the documents, Taff shared them with her friend, Person A, who subsequently shared the photographs with several individuals on Facebook. As a result, in October 2018, other individuals posted those photographs to a Facebook group dedicated to outing β€œsnitches,” or law enforcement cooperators, in the Des Moines, Iowa region. Among other sensitive information, the photographs taken by Taff and subsequently posted on Facebook identified at least two cooperators in the drug-trafficking investigation by name and other personal identifiers.

I bing-searched for "quantum dots fluorescence watermark" and there is much much more to examine.

 

It seems to me that no technology exists to use an entangled state or any sort of quantum-informational advantage. It does make sense that they could use "quantum dots" as tags to be able to 'watermark' ballots and track in that limited sense. Perhaps there was some non-scientist's phone game from 'quantum dot tracking' to 'quantum information/encryption tracking' that has wandered into our conversation? The 'quantum encryption state' within piece of paper idea seems really bad. The idea of these dots being used is not so crazy at all, and reliable proven methods as would work in court actually exist.

 

"Quantum dots" are sort of like tunable-fluorescent very large molecules. They are proposed for use in various unrelated schemes, but they have a property of being fluorescent to a highly tunable narrow (single) frequency. This means if you shine a certain frequency of light on them, they re-emit photons at a very specific frequency. I don't think other quantum information technologies are presently engineered for any sort of use of quantum properties such an 'encrypted quantum state' like two separated but entangled particles, or an object that could be 'tracked' in non-proximity-requiring way or with satellites.

 

The quantum dots, in theory, could be in the ballot, and could be spatially arranged in ways that encode, as well as having different combinations of fluorescent frequencies that they react to upon light being shined on them. For example, maybe dots were reliable made for 3 or 4 frequencies, and laid out in a pattern of consecutive rectangles. What is interesting, is the DHS or someone else could in theory have placed machines in the US mail system that could track the motion of these objects automatically as they were sorted, right along with stamp-checking, etc.

 

So consider that the INFOWARS interview is maybe an ignorant riff off of a misunderstanding of a misunderstanding of something maybe someone said…

 

I suppose it is 'possible' that the dots could be made to work at frequencies with excellent penetrance in atmosphere and even building materials. I suppose a satellite could be pinging these objects and decently tracking the ballots as they moved around on the surface of the Earth. Maybe the coolers were lead-walled such that the tracking from satellites using quantum dot pinging would be confused/hampered or loose ability to detect use of quantum dot forgeries. This final bit is far more tenuous or unclear the the idea that quantum dots could be used for fraud detection.

Pennsylvania GOP files emergency appeal with Supreme Court over late ballots

 

WASHINGTON β€” Pennsylvania’s GOP have filed an emergency injunction with the U.S. Supreme Court in a bid to block state officials from taking any action on mail-in ballots received after Election Day as Joe Biden comes within striking distance of the White House.

The writ filed on Friday afternoon is the latest installment in a legal tug of war after Pennsylvania’s Supreme Court last month granted a three-day extension for mail-in ballot counting β€” a decision that SCOTUS upheld.

With Democratic nominee Joe Biden now leading in Pennsylvania, clawing his way back after trailing President Trump by 600,000 votes, the state’s GOP filed the writ with the Supreme Court.

Pennsylvania’s Secretary of State has ordered that late-arriving ballots be segregated until further notice, but Republicans claim there is no way to know whether all 67 county boards of elections were doing so.

β€œIn short, an order from the Court is badly needed,” the suit read.

β€œThus, to date, a total of 25 Pennsylvania county boards of elections have not indicated whether they are segregating the late-arriving ballots,” it went on.

β€œIf county election boards count and do not segregate late-arriving ballots, it could become impossible for this Court to repair election results tainted by illegally and untimely cast or mailed ballots.”

Republicans and the president’s re-election campaign are preparing to mount an enormous legal effort to fight vote counts in various swing states where Biden is narrowly ahead.

As of Friday evening, the former vice president leads in the Electoral College, 264-214, according to Fox News and the AP which have called Arizona for Biden, and is ahead in most key swing states where counting continues.

Republicans, including President Trump, backed the challenge to Pennsylvania court’s ruling, arguing the three-day extension violates election law that states Election Day is the first Tuesday after the first Monday of November.

The president’s re-election campaign have vowed that the 2020 race is far from over, filing a flurry of lawsuits, and on Friday, the Republican National Committee announced they would be dispatching lawyers to Georgia, Pennsylvania, Michigan and Arizona.

RNC Chairwoman Ronna McDaniel accused the media of trying to claim the race was over when the former veep was only leading in states like Georgia by around 4,000 votes.

β€œIt’s crazy to us that the mainstream media would call a race like Arizona for Biden when our sites still has enough votes to win. The margin right now is 47,000 votes,” she said, hitting Fox News for its controversial Arizona call.

β€œWe cannot let this stand, and we will fight every regularity to the very last, because every voter deserves their vote to be counted, and they deserve to know whether or not these irregularities mean fraud, and we have to figure this out,” she said.

The Trump campaign and the president have repeatedly claimed the election is being β€œstolen” from them and that widespread β€œfraud” is the reason why they are trailing Biden without providing any concrete evidence to support their claims.

China's coast guard allowed to fire on foreign ships under new law

 

China's coast guard would be authorized to use weapons against foreign ships involved in illegal activities in its waters under draft legislation released this week. The text, released Wednesday by the National People's Congress, stipulates that handheld weapons may be used against vessels deemed to have violated China's sovereignty, either in emergencies or if warnings are not heeded.

 

Beijing's move has raised concerns about the heightened risk of a clash around the Japan-administered Senkaku Islands. China claims the islands as the Diaoyu, and Chinese vessels, including coast guard ships, have been spotted in the area on a near-daily basis. Japanese Chief Cabinet Secretary Katsunobu Kato said Thursday that Tokyo will "continue to watch developments regarding China's coast guard with great interest," and that relevant government agencies are gathering information.

 

The new legislation would give China's coast guard a freer hand in weapons usage than its Japanese counterpart, which faces tight restrictions. Japanese law requires confirmation of "suspicious activity" on board a foreign vessel, and even then forbids responses that could put people in danger unless a specific set of conditions is met, including possible preparations for a serious crime.

 

The Chinese legislation would let coast guard vessels that are under attack respond with shipborne or airborne weapons. It also allows for other measures, such as detention and towing, to be taken against foreign vessels considered to have illegally entered Chinese waters. The document states that the coast guard's responsibilities include protecting China's marine resources and fishing industry, which some worry could lead to more coast guard vessels entering Japan's territorial waters, ostensibly to protect Chinese fishing boats that operate around the Senkakus.

 

The legislation also lists taking necessary steps to protect strategic islands, exclusive economic zones and artificial islands as part of the coast guard's duties. The latter likely refers to Beijing's artificial islands in the South China Sea. The measure is expected to pass in December at the earliest.

 

Beijing's leadership has been pushing the integration of China's coast guard, which is now commanded by a former naval officer, with the navy of the People's Liberation Army. China's coast guard had 130 vessels at the end of 2019, roughly double the patrol ships in Japan's Coast Guard, and has been confirmed to have 10,000-ton-plus ships equipped with 76-millimeter guns – the world's largest coast guard vessels.

VPN shields you from lots but is not full proof. Nothing really is unless you are well versed in Linux (which if you’re asking, I’d surmise that you’re not). Even then you may not be totally protected.

 

Tor is also an option, but as I’ve heard most of that is tracked also. Knowing Linux on tor with a vpn is your best shot, but even then there are thousands of lines of script the usually make no sense to even the best of us.

 

The short answer after you’ve read my tldr is that this is mostly static to them. Don’t promote violence (which if you are one of us you,won’t) and you will not be given a second thought.
