Iceland to pass chair of Arctic Council to Russia

Iceland spent its two years as chair of the Arctic Council with a focus on sustainability in marine life, climate and green energy, and a stronger council for Arctic communities. This week, their term as chair comes to an end and will be passed to the Russian following their bi-annual meeting, the 12th Arctic Council Ministerial Meetings kick off in Reykjavik, Iceland, this week. There will be briefings on the effects of climate change on the Arctic, the future of shipping in the Arctic, human health and what we can learn from Arctic and Indigenous peoples when looking to the future. Delegates and representatives from all eight Arctic states and six Indigenous groups will sum up all the work Iceland has completed between 2019 and 2021. This is also the 25th anniversary of the Arctic Council and ministers are expected to sign the council's first ever strategic plan.

Deutsche Bank Picks U.S. General Counsel to Head Anti-Financial Crime Unit

Deutsche Bank AG has appointed its U.S. general counsel to head its global anti-financial crime unit, according to a memo to employees released Tuesday.

Joe Salama will split his time between the bank’s headquarters in Frankfurt and the U.S., part of the bank’s efforts to keep a close relationship with U.S. authorities following a series of investigations and fines.

Mr. Salama has been responsible for negotiating recent settlements between the bank and U.S. authorities, including over failings to properly monitor its dealings with late financier and convicted sex offender Jeffrey Epstein. He has also been a key contact for outside monitors checking implementation of money-laundering controls and for regulators around the world, according to the memo.

He joined Deutsche Bank in 2010 as a senior U.S. counsel. He is replacing Stephan Wilken, who took over the job in 2018. Mr. Wilken will remain at the bank.

China extends South Pacific reach by funding runway project

China will provide financial assistance to upgrade an airstrip in the South Pacific island nation of Kiribati, Nikkei has learned, at a site once used during wartime by the U.S.

The runway renovation on Kanton, a remote island near the equator, is part of a plan by Kiribati to develop the isle into a high-end resort, according to a statement provided by a Kiribati press officer. The airstrip will be used solely for civilian purposes, and the project carries no military aspects, the statement said. Beijing initially will provide money for a feasibility study of the renovation. The amount of aid has not been disclosed.

Kiribati, located 3,000 km southwest of Hawaii, is home to just 120,000 people. Yet the country oversees one of the world's most expansive exclusive economic zones, covering roughly 3.6 million sq. kilometers. The nation occupies a strategic position in the sea lanes connecting the U.S. and Australia. The Marshall Islands, to Kiribati's immediate north, hosts a U.S. military site for missile tests on Kwajalein Atoll. In September 2019, Kiribati ended diplomatic ties with Taiwan dating to 2003 and formally switched to mainland China. President Taneti Maamau visited Beijing in January 2020 and signed a document on cooperation involving China's Belt and Road infrastructure initiative. The airstrip renovation appears to be connected to the agreement.

Kanton was used as a launch point for bombing raids by American planes during World War II, according to Reuters. "Several U.S. territories such as Jarvis and other islands" are near Kanton, said Hideyuki Shiozawa, a senior program officer at the Sasakawa Peace Foundation who is an expert on the region. China "is conscious of the U.S." in offering the assistance, Shiozawa said. Kiribati had held diplomatic ties with Beijing before establishing formal relations with Taiwan. In the late 1990s, China built a space tracking station in the Kiribati capital of Tarawa that was used until 2003. Though the station reportedly was used for civilian purposes, some suspected the site also provided monitoring of the Kwajalein base. When Lu Kang, a senior Chinese diplomat, was asked in January 2020 whether the facility would be reopened, he did not deny that prospect. "A lot of ideas, a lot of initiatives for joint ventures are still on the way," said Lu, according to Reuters.

South Pacific island nations have strong restrictions against entry by foreigners due to the coronavirus, but many think Chinese activity in the region will grow once the pandemic passes. China is expanding its influence in the South Pacific through development assistance. In 2019, the Solomon Islands also cut formal diplomatic relations with Taiwan and pivoted toward Beijing. A Chinese enterprise reportedly plans to build an industrial fisheries park in Papua New Guinea, an island nation 200 km from Australia.

If a South Pacific island develops an installation that could be used by China for military purposes, Beijing could be in better position to scrutinize movements by the U.S. and Australian militaries. Washington and Canberra are increasingly vigilant. Australia said in April that it will upgrade bases in the Northern Territory used for joint military exercises with the U.S.

Dollar slides to 2-1/2 month low as Fed rate hike fears subside

The dollar dipped on Tuesday for the fourth straight session, reaching its lowest level against a basket of currencies since late February on waning fears that inflation spikes could prompt the Federal Reserve to raise interest rates sooner than anticipated. U.S. Treasury yields stalled as investors grew more confident that the Fed will hold off on tightening its accommodative monetary policy, despite worrisome indicators that booming demand and scarce supply are sending prices soaring.

Those price increases have stoked fears of longer-term inflation, despite the central bank’s assurances that the spikes will be transitory. Several Fed policymakers are expected to speak this week and the U.S. central bank is due to release the minutes from its April policy meeting on Wednesday, all of which will be parsed for any signs of a shift in its economic outlook.

Good news for Georgia and the Republican Party. Lieutenant Governor Geoff Duncan won’t be running again for office. He was the one who, along with Governor Brian Kemp, stopped the Georgia State Senate from doing the job they wanted to do on the 2020 Presidential Election Fraud. Duncan’s fight against Election Fraud made him unelectable. His former top aide, Chip Lake, said that the Lieutenant Governor would not win another term in office. Lake said, “I think he was an accident, and this is what happens when accidents happen in politics. They become one and done.” Now maybe the Georgia State Senate and House will build up the courage to expose the large-scale Presidential Election Fraud, which took place in their otherwise wonderful State. Thanks to Operation Warp Speed, his White House inherited the most remarkable vaccine production process in history. Because the coronavirus recession was created by preventive lockdowns and demand shocks, not underlying failures of the economy, the country seemed keen to roar back to our pre-pandemic prosperity of unusually tight labor markets and steady natural wage growth of early 2020. Love Donald Trump or hate him, there is no denying that he oversaw the obliteration of our former conception of what constituted full employment.

And yet, Biden seems to be blowing the lead. After nearly a year of the economy regaining more than half of the job losses accrued during the April 2020 apex of the coronavirus recession, the Bureau of Labor Statistics reported just a quarter-million new jobs created in contrast to the 1 million jobs anticipated by experts, rendering it the single worst jobs report in the nation’s history. The unemployment rate actually increased for the first time since last year, from 6% in March to 6.1%. Even worse, inflation seems on the rise in a way it hasn’t been in decades at the same time plateauing labor force participation might kill our economic output. But this is a feature, not a bug, of Biden’s first 100 days.

For starters, an unprecedented amount of cash has been injected into an economy already shouldering nearly $30 trillion in national debt. For this, Biden hardly bears all the blame. Although Trump’s initial coronavirus spending package was necessitated by the lockdowns, Trump inexplicably demanded an extra $2.3 trillion in his last days. Then, Biden passed another $1.9 trillion grab bag of left-wing goodies under the guise of pandemic relief, and now he’s pushing for a further $4 trillion financed solely by the Federal Reserve, risking it all on a full-year commitment to keep interest rates near zero.

Biden, even before the election, elevated proponents of Modern Monetary Theory like Stephanie Kelton to plum positions on his economic policy task force. When sound voices in the room like Biden’s Treasury Secretary Janet Yellen warn about the Fed’s dangerous dovishness, she has been quickly browbeaten into publicly reversing course.

So we have an explosion of cash into circulation, nonexistent interest rates disincentivizing spending, and closures of schools and businesses shrinking the labor force. On top of that, we have Biden’s signature policy failure: the federal government’s expanded unemployment benefits incentivizing people from returning to work.

Despite the White House and its media agents insisting that businesses are to blame for the employment shortage, even Biden has admitted that a change has to be made.

"We're going to make it clear that anyone collecting unemployment, who was offered a suitable job, must take the job or lose their unemployment benefits,” Biden said of his hopes to fix the extended Unemployment Insurance benefits during Monday remarks.

But Congress has already authorized the extra unemployment spending through September, and despite a lifesaving vaccination campaign rendering a return to normalcy safe, the damage is already done. Workers may refuse to return behind the bar or to the driver's seats of Ubers because they’ll make more in UI, but the demand for service won’t dissipate until autumn. Instead, big businesses such as McDonald’s and Amazon will continue to automate future jobs out of existence and small businesses will be crushed.

Twelve years ago, Obama could rightly claim he inherited a mess. Biden needs to admit he's made one.

Texas Gov. Abbott: Border Agents Seized Enough Fentanyl To Kill Every New Yorker

Texas Gov. Greg Abbott told Fox News the amount of fentanyl seized at the southwest border could kill everyone in New York.

Abbott said US border agents intercepted a mindboggling 800% increase in fentanyl shipments in April versus the same time last year.

"But I gotta tell you there's a new dynamic about what's going on at the border that Americans need to know about and that is increased apprehension of fentanyl coming across the border," the governor said. Yes, there may be people coming across but there are dangerous drugs coming across the border."

"We had almost an 800% increase April over April of the amount of fentanyl that has been apprehended by the Texas Department of Public Safety," Abbott said, indicating that amount of fentanyl seized could "kill every single person in the state of New York."

The governor bashed the Biden administration for their poor job at managing the crisis at the border.

Readers may recall President Biden canceled U.S.-Mexico border wall construction - only to admit the southern US border is in a "crisis" - then the administration reinstated the US Army Corps of Engineers to continue building on a 13.4 mile stretch of border wall in the Rio Grande Valley.

Texas Attorney General Ken Paxton has sued the Biden administration over alleged immigration law violations. He said his state is working to keep all Americans safe by apprehending illegal immigrants and stopping drugs from flowing onto city streets.

"On the national level with regard to the Border Patrol, they apprehended last month—in the month of April, more than 170,000 people," the governor said. "That is a tenfold increase over the prior April where they apprehended about 17,000 people."
