Iran & IAEA reveal deal on inspections day after UNSC president dismisses US sanctions 'snap back' bid

Tehran has struck a deal with the UN’s nuclear watchdog to allow inspectors into two suspected former nuclear sites. The breakthrough comes just days after Washington demanded the UN slap Iran with fresh sanctions.

In a joint press statement, the International Atomic Energy Agency (IAEA) said on Wednesday that “Iran is voluntarily providing the IAEA with access” to the two sites. Inspectors believe that these sites still contain nuclear material, but an Iranian official told Reuters that this information is “fabricated.”

"Iran, like before, is ready to cooperate with the IAEA," Iranian President Hassan Rouhani said on state television after the announcement.

While the IAEA hailed the agreement as a “good faith” gesture from the Islamic Republic, the US remains cynical. Secretary of State Mike Pompeo last week accused Iran of violating the terms of the Joint Comprehensive Plan of Action (JCPOA, or Iran Deal) – a 2015 accord between Iran and world powers that guaranteed the country some sanctions relief in exchange for a halt to its nuclear program.

Accusing Iran of “significant non-compliance” with the deal, Pompeo requested that the UN Security Council “snap back” sanctions on Tehran. Iran and the US’ allies alike have questioned the legality of Pompeo’s request, given that the US abandoned the nuclear deal in 2018.

China, France, Germany, the UK and Russia – who are all signatories to the deal – have said that they do not recognize the US move. On Tuesday, the current UNSC president dismissed the US call on reintroducing sanctions given the lack of consensus for it.

China Complains a U-2 Spy Plane Infiltrated Its No-Fly Zone

The American exercise was a "naked provocative action," China says.

China accused a U-2 spy plane of entering a live zone while snooping on a military exercise.

Beijing complained the overflight was a “provocation” and lodged a complaint with Washington.

Countries typically spy on one another’s military exercises to gain information about key weapon systems.

China claims an American U-2 spy plane interfered with planned military exercises, wandering into a no-fly zone where live ammunition was being fired. Beijing complained the exercise was reckless and could have led to a “misunderstanding” between the two countries. The U.S. government has not commented on the alleged encounter.

The incident reportedly took place on August 25 above the Yellow Sea off China’s north coast. According to the Chinese tabloid Global Times, China’s military was holding military exercises in the Bohai Sea and the Yellow Sea. Another source narrows it to waters between the cities of Qingdao and Lianyunggang to the south. This places it in the People’s Liberation Army Navy's Northern Theater, which has its headquarters in Qingdao.

The Pentagon’s 2019 annual report to Congress on Chinese military power states China’s Northern Fleet includes one aircraft carrier, four nuclear-powered submarines, 16 diesel electric submarines, 11 frigates, and eight landing ships. The carrier is Liaoning, China’s first true aircraft carrier, which is likely a training ship designed to get the country’s fledgeling carrier force up and running.

The U.S. military is particularly interested in China’s carrier force, which currently consists of Liaoning, Shandong, and a third carrier, Type 003, which is under construction. Experts believe China will eventually build anywhere from four to six carriers.

The U-2 involved was likely part of the U.S. Air Force’s 5th Reconnaissance Squadron, operating out of Osan Air Base, South Korea. If Liaoning was conducting flight operations, a U-2 could use its SYERS2C 10-band multispectral camera to observe carrier takeoffs and landings, and even activities on the flight deck. SYERS2C uses visible light and various infrared bands to see through atmospheric conditions (like clouds and fog) where other cameras cannot.

The Chinese Ministry of Defense issued the following announcement on its website:

Today, the U-2 high-altitude reconnaissance plane arbitrarily broke into the no-fly zone for live ammunition exercises in the northern theater of the Chinese People’s Liberation Army, seriously disrupting China’s normal exercises and training activities, seriously violating the China-U.S. maritime and air safety code of conduct and related international practices, and could easily lead to misunderstandings. The conviction even caused accidents in the sea and air is a naked provocative action. China firmly opposes this and has lodged solemn representations with the United States. China requires the US to immediately stop such provocative actions and take concrete actions to maintain peace and stability in the region.

It’s odd that China is complaining about the U-2 surveillance, which likely happens every time Liaoning is at sea for exercises. Other, more dangerous incidents have taken place: In 2001, a Chinese fighter collided with a U.S. Navy EP-3 reconnaissance aircraft, resulting in the plane and crew being held in detention by Chinese authorities for two weeks.

In 2014, a Chinese fighter buzzed a P-8 Poseidon maritime patrol plane, coming within 20 feet of the larger plane and causing the Pentagon to complain about the Chinese fighter’s “unsafe” flying. And in 2018, the guided missile destroyer USS Decatur almost collided with a Chinese Luyang-class destroyer after the Chinese ship closed to within a stone’s throw of the American ship.

The more likely explanation? China was simply irate that a U.S. spy plane was operating off the coast of China.

U.S. ships and aircraft can easily operate just outside China’s borders, a result of having bases in nearby Japan and South Korea, while Chinese military forces rarely operate off the coast of the U.S. This is understandable to an extent, as the U.S. would likely be unhappy if Chinese planes were hanging out in the Gulf of Mexico or the Bering Sea.

Despite China’s growing military capabilities, it seems unlikely this imbalance will change any time soon. For now, the only proactive card Beijing can play is occasionally complaining about it.

SpaceX's NASA Contracts Called Into Question After Legislators Finally Wake Up To Musk's China Ties

Jacob Blake’s family ‘disgusted’ by Kenosha rioting & violence, his mother issues apology to Trump

Julia Jackson, the mother of 29-year-old Jacob Blake who was shot seven times by police during an altercation in Kenosha, Wisconsin, says she and her family are disgusted by the rioting and looting in their city.

“My family and I are very hurt and quite frankly disgusted,” Jackson said in a televised interview.

“And as his mother, please don’t burn up property and cause havoc and tear your own homes down in my son’s name. You shouldn’t do it. People shouldn’t do it anyway, but to use my child or any other mother or father’s child, our tragedy to react in that manner is just not acceptable,” she added.

Jackson gave the interview late on Tuesday night, but her pleas for calm apparently fell on deaf ears as all hell broke loose on the streets of Kenosha for the third night in a row, with deadly consequences, as rioting, looting and shooting intensified.

Two people were killed and a third person was injured in a shooting incident outside a local auto parts store. A police manhunt for the suspect was launched soon after as the victims were taken to hospital for emergency treatment.

Jackson also addressed US President Donald Trump, apologizing for offensive remarks aimed at him by an unnamed family member, as well as for the extreme violence perpetrated in her son’s name, but without her family’s support.

“And also, for President Trump, I’m sorry I missed your call because had I not missed your call, maybe the comments that you made would have been different. And I’m not mad at you at all. I have the utmost respect for you as the leader of our country,” she said.

Greece vows to expand territorial waters to 12 miles. Turkey once said it would be grounds for war

Greece's prime minister has announced his country will soon expand its waters in the Ionian Sea, thus exercising a “sovereign right” which Athens' nemesis Turkey has previously considered a justification for war.

Athens' maritime boundaries will be extended from six to 12 nautical miles in the Ionian Sea, which stretches from the western coast of Greece to the eastern coast of Italy. That's according to a surprise statement by Prime Minister Kyriakos Mitsotakis, who said the corresponding bill will be submitted to Parliament.

The move comes in line with an “inalienable sovereign right” and is based on the Convention on the Law of the Sea, Mitsotakis clarified.

Greece has recently inked two agreements on defining maritime borders – one with Italy and one with Egypt. The deals, which the prime minister said were of “major historical and political significance,” will be put to a parliamentary vote on Thursday.

The developments are sure to anger Turkey, whose Grand National Assembly stated in 1995 that if Greece unilaterally extended its territorial waters it would be a “casus belli” (provocation for war) for Ankara. Turkey referred to the resolution a few years ago, meaning that it wasn't shelved.

Oregon Gov. Kate Brown Could Release 400 Prisoners for Virus Fears as Nightly Riots Continue in Portland

Democrat Gov. Kate Brown may release as many as 400 prisoners from state jails for fear of the coronavirus spreading at the same time violent Antifa riots are taking place nightly in Portland.

“Given what we now know about the disease and its pervasiveness in our communities, it is appropriate to review for potential release individuals who face significant health challenges should they contract COVID-19,” Brown wrote in a letter to Colette Peters, administrator of the state’s prison system.

Brown’s concern for prisoners seems in stark contrast to the reality of her state’s second largest city facing nightly riots that have resulted in ongoing injuries to police officers and the destruction of innocent people’s property. And large crowds gathering every night also pose the risk of spreading the virus.

Oregon Live reported on Brown considering putting prisoners into communities:

The plan is significantly more expansive than Brown’s previous pandemic-related commutations. To date, the governor has commuted the sentences of 57 people due to the virus.

In a letter sent to the director of the Oregon Department of Corrections, Brown said those eligible for commutation also must meet other criteria, such as good conduct for the past 12 months. They cannot be doing time for crimes against other people.

Inmates deemed by the Department of Corrections as an “unacceptable safety, security, or compliance risk to the community” will not be released even if they fall into one of the categories the governor has outlined, Brown wrote in her letter.

Brown has asked for a list of “eligible” inmates to be given to her office by September 18.

Three prison inmates have died from the coronavirus among 634 confirmed cases and 177 of those cases are correction workers, according to Oregon Live.

Pro-Family Hungary Birthrates Up Five Per Cent so Far in 2020

Following the enactment of its pro-family policies, Hungary continues to see a growth in birthrates according to Hungarian Family Minister Katalin Novák.

From January to July of 2020, Hungary has seen a five per cent increase in the number of births, 2,488 more than the same period last year for a total of 52,825 births and increasing the country’s birthrate to 1.53 children per woman from 1.44.

Broken down by month, June saw the largest increase at 8.9 per cent and the period of January to February came second with an increase of 8.8 per cent. None of the months this year saw a decrease in births compared to 2019, newspaper Magyar Hirlap reports.

According to the Hungarian Central Bureau of Statistics, fewer people have died in Hungary this year as well, despite the coronavirus outbreak that has swept across Europe. Between January and July, nearly four thousand fewer deaths were recorded than in 2019.

Hungary has been one of the European countries to see the fewest number of coronavirus dearths per capita in Europe with just 613 deaths in a population of 9.7 million. Sweden, which has a population of around 10.1 million, by contrast, has seen 5,813 deaths as of Tuesday the 25th of August.

Marriages have also seen an increase this year with 2,158 more marriages this year compared to 2019.

As part of the pro-family policy enacted by the government of Prime Minister Viktor Orbán, married couples are eligible for a $33,000 cash sum in the form of a loan which is forgiven after the couple has three children.

Earlier this month, Hungarian government spokesman Zoltán Kovács noted that more so-called “baby expecting loans” had been issued in the second half of last year than housing loans.

Prime Minister Orbán has been clear in the past that he views pro-family government policies as an alternative to solve demographic issues, rather than mass migration.

Speaking at the unveiling of a memorial last week, Orban laid out his views on the future of Europe and families when he said that leftists were “experimenting with a godless universe, with the rainbow reshaping of families, with migration and with open societies. Meanwhile, the peoples of Central Europe are in the process of restoring to their rightful place the time-honoured instincts for life, the liberating power of Christianity, the honour of work, national pride and duty towards our parents and children. We are defending our borders and we aim to leave our country to our own children and not to migrants.”

A juvenile has been arrested after police in Kenosha, Wisconsin, said early Wednesday that two people had been shot and killed and a third injured as protests over police brutality and the shooting of Jacob Blake continue to rock the country.

Court records show Kyle Rittenhouse, 17, faces a first-degree intentional homicide charge in Kenosha County. He is now jailed in Lake County, Illinois, and has been charged there as a fugitive from justice. He will appear for extradition hearing on Friday.

Drug Mules Arrested with 100 Pounds of Meth in Arizona Desert

Border Patrol agents from the Tucson Sector encountered Mexican nationals hiking through the desert carrying backpacks. The agent seized more than 100 pounds of methamphetamine being carried by the “drug mules.”

Tucson Sector agents patrolling near the village of Vaya Chin, Arizona, on Sunday morning encountered three men they suspected to be illegal immigrants, according to information obtained from Border Patrol officials. The three men were wearing backpacks while hiking through the desert.

The agents interviewed the three men and identified them as Mexican nationals illegally present in the United States. A search of the backpacks led to the discovery of small packages containing what the agents believed to be drugs.

The agents then arrested the three illegal aliens and transported them to the station for processing. A test identified the drugs as being positive for the “characteristics of methamphetamine,” officials reported. The smuggled drugs weighed in excess of 100 pounds, officials stated.

Border Patrol officials turned the drugs and the three Mexican nationals over to ICE Homeland Security Investigations agents for further investigation and preparation of charges under drug smuggling and immigration violation charges.

“U.S. Border Patrol’s mission is to protect our nation’s borders,” officials said in a written statement. “Thanks to the vigilance and dedication of Tucson Sector Border Patrol agents, the dangerous drugs seized in this incident will not hit the streets of our nation.”

Elsewhere in Arizona, Yuma Sector Border Patrol agents arrested a U.S. citizen attempting to smuggle drugs through an interior immigration checkpoint. Agents searched a shuttle van that entered the Interstate 8 immigration checkpoint in southwest Arizona.

A K-9 alerted to the possible presence of drugs on one of the passengers. The agents searched the passenger and found packages taped to his body containing 263 grams of fentanyl and 277 grams of black tar heroin. The agents arrested the 19-year-old U.S. citizen on drug smuggling charges.

SEC Votes To Ease Rules On Company's Business, Legal Proceedings And Risk Factor Disclosures

Moments ago, the top US regulator voted to ease rules on a company's business, legal proceedings and risk disclosures, paradoxically at a time when frauds like Wirecard run rampant and not even their auditors can catch them at the act. Of course, "enabling fraud" would not sound very professional, so instead the SEC said in its statement that it had "modernized" the "description of business (Item 101), legal proceedings (Item 103), and risk factor disclosures (Item 105) that registrants are required to make pursuant to Regulation S-K." And since "these disclosure requirements have not undergone significant revisions in over 30 years" the SEC said that "the amendments the Commission is adopting today update these items to reflect the many changes in our capital markets and the domestic and global economy in recent decades."

What it really meant is that it will now be even easier for companies to engage in fraud and have a perfectly legal claim that the SEC never required them to disclose various shady aspects of their business.

The SEC further said that the modernization of Items 101, 103, and 105 "is intended to elicit improved disclosures, tailored to reflect registrants' particular circumstances, which are designed will improve disclosures for investors and add efficiencies to the compliance efforts of registrants." And since the market is now all GenZers who have the attention span of a gnat, the SEC concludes that "the amendments are also intended to improve the readability of disclosure documents, as well as discourage repetition and reduce the disclosure of information that is not material."

Here are the highlights on the voted changes:

amend Item 101(a) by:

-making it largely principles-based, requiring disclosure of information material to an understanding of the general development of the business;

-replacing the previously prescribed five-year timeframe with a materiality framework; and

-permitting a registrant, in filings made after a registrant's initial filing, to provide only an update of the general development of the business focused on material developments that have occurred since its most recent full discussion of the development of its business, which will be incorporated by reference;

amend Item 101(c) by:

-clarifying and expanding its principles-based approach, with a non-exclusive list of disclosure topic examples drawn in part from topics currently contained in Item 101(c);

-including, as a disclosure topic, a description of the registrant's human capital resources to the extent such disclosures would be material to an understanding of the registrant’s business; and

-refocusing the regulatory compliance disclosure requirement by including as a topic all material government regulations, not just environmental laws;

amend Item 103 by:

-expressly stating that the required information may be provided by hyperlink or cross-reference to legal proceedings disclosure located elsewhere in the document to avoid duplicative disclosure; and

-implementing a modified disclosure threshold for certain governemental environmental proceedings resulting in monetary sanctions that increases the existing quantitative threshold for disclosure of those proceedings from $100,000 to $300,000, but that also affords a registrant some flexibility by allowing the registrant, at its election, to select a different threshold that it determines is reasonably designed to result in disclosure of material environmental proceedings, provided that the threshold does not exceed the lesser of $1 million or one percent of the current assets of the registrant; and

amend Item 105 by:

-requiring summary risk factor disclosure of no more than two pages if the risk factor section exceeds 15 pages;

-refining the principles-based approach of Item 105 by requiring disclosure of "material" risk factors; and

-requiring risk factors to be organized under relevant headings in addition to the subcaptions currently required, with any risk factors that may generally apply to an investment in securities disclosed at the end of the risk factor section under a separate caption.

Mexican Army Finds Narco-Tunnel Under Texas Border

MATAMOROS, Tamaulipas – Mexican military forces found a working narco-tunnel that runs from Matamoros under the Rio Grande to Brownsville, Texas.

The discovery took place on Tuesday afternoon when, according to a statement from Mexico’s Army, troops were conducting routine patrols along the banks of the Rio Grande when they came across the entrance to the underground structure.

The tunnel is between the Arboledas and Pinos neighborhoods, a short distance from Veteran’s International Bridge. The location would place the U.S. entrance near Milpa Verde Street in Brownsville. Photographs provided by the military show the tunnel has wooden support beams and a makeshift power system. It remains unclear if the tunnel was still in use or if the military seized any drugs.
