DHS Plans $300 Million Law Enforcement Data Analytics Platform

U.S. Immigration and Customs Enforcement (ICE), an arm of the Department of Homeland Security (DHS), seeks up to three industry partners to help it build the agencyโ€™s next-generation investigations support platform.

 

ICE officials plan to compete three task orders in support of the proposed system, known as the Repository for Analytics in a Virtualized Environment (RAVEn), according to an April slide presentation. One will develop RAVEnโ€™s data analytics platform, another will support design of its user interface, and a third will establish a software development pipeline to speed regular updates to RAVEn users. ICE will compete each task order on the Multiple Award Schedule for IT, formerly Schedule IT-70. Officials value each task order at between $50 million and $100 million.

 

DHS officials envision RAVEn as the primary analytics platform supporting the departmentโ€™s Homeland Security Investigations (HSI) unit in operations to disrupt human trafficking, drug smuggling, cyber crimes, and other criminal activities in the U.S. and abroad. The tool will enable HSI users to gather intelligence, compare it against information in open-source and government-owned databases, create reports, and share information with team members andHSIleadership.

 

CE relies on three incumbent contractors for the current iteration of RAVEn, which have generated a combined $42.7 million, in obligations since September 2018:

 

Directviz Solutions LLC providing the data analytics platform ($9.3 million);

KCI-Acuity LLC, providing the user interface and user experience (UI/UX) support services ($7.9 million);

Booz Allen Hamilton Holding Corp., providing RAVEnโ€™s secure software development (DevSecOps) platform ($25.5 million)

Officials plan to release the recompete solicitation for the data analytics task order May 13, UI/UX June 1, and DevSecOps June 15. ICE will employ a two-step acquisition method consisting of a written proposal followed by technical demonstrations. Awards are planned roughly 45 days from release of the solicitation.

 

ICE has spent about $153 million on data analytics and business intelligence tools and service since fiscal 2017, according to Bloomberg Governmentโ€™s market definition. The top recipient of ICE data analytics spending is Denver-based Palantir Technologies Inc., earning $91 million over that span.

A pattern-of-life is โ€œthe specific set of behaviors and movements associated with a particular entity over a given period of time.โ€[1] The focus on the individual is the fundamental uniqueness of the ABI method and drives the need for a new set of techniques and approaches to intelligence analysis. I think the remark Hubbard made about his fictitious reactive mind in Dianetics is worth examining.

Thatโ€™s true. I believe Jon Atack covered this in a blog post at The Underground Bunker. I believe that Hubbard failed to deliver as the prophesied savior as he died and we have yet to reach salvation. Unless this is heaven. If it is I am disappointed.

Estimated to be magnitude 5, the quake is the biggest ever detected on another planet.

 

NASAโ€™s InSight Mars lander has detected the largest quake ever observed on another planet: an estimated magnitude 5 temblor that occurred on May 4, 2022, the 1,222nd Martian day, or sol, of the mission. This adds to the catalog of more than 1,313 quakes InSight has detected since landing on Mars in November 2018. The largest previously recorded quake was an estimated magnitude 4.2 detected Aug. 25, 2021.

 

InSight was sent to Mars with a highly sensitive seismometer, provided by Franceโ€™s Centre National dโ€™ร‰tudes Spatiales (CNES), to study the deep interior of the planet. As seismic waves pass through or reflect off material in Marsโ€™ crust, mantle, and core, they change in ways that seismologists can study to determine the depth and composition of these layers. What scientists learn about the structure of Mars can help them better understand the formation of all rocky worlds, including Earth and its Moon.

 

A magnitude 5 quake is a medium-size quake compared to those felt on Earth, but itโ€™s close to the upper limit of what scientists hoped to see on Mars during InSightโ€™s mission. The science team will need to study this new quake further before being able to provide details such as its location, the nature of its source, and what it might tell us about the interior of Mars.

 

โ€œSince we set our seismometer down in December 2018, weโ€™ve been waiting for โ€˜the big one,โ€™โ€ said Bruce Banerdt, InSightโ€™s principal investigator at NASAโ€™s Jet Propulsion Laboratory in Southern California, which leads the mission. โ€œThis quake is sure to provide a view into the planet like no other. Scientists will be analyzing this data to learn new things about Mars for years to come.โ€

 

The large quake comes as InSight is facing new challenges with its solar panels, which power the mission. As InSightโ€™s location on Mars enters winter, thereโ€™s more dust in the air, reducing available sunlight. On May 7, 2022, the landerโ€™s available energy fell just below the limit that triggers safe mode, where the spacecraft suspends all but the most essential functions. This reaction is designed to protect the lander and may occur again as available power slowly decreases.

 

After the lander completed its prime mission at the end of 2020, meeting its original science goals, NASA extended the mission through December 2022.

"Since 2005, the United States has established laboratories in Odessa, Vinnytsia, Lviv, Kherson, Ternopil, and a number of other localities in Ukraine. I emphasize that these are laboratories of the US military."

 

According to Azarov, after his government came to power in 2010, negotiations were started with the US on this issue. In 2012, Kiev started talking about granting access to Ukrainian scientists in these centers or about their complete closure. The American Civil Liberties Union (ACLU) responded that they agree he should be unbanned.

Following the news of Muskโ€™s takeover, Trump said that he has no interest in rejoining the platform.

Church Youth Group Leader, Former Youth Coach, Again Arrested On Sex Abuse, Sodomy Charges

 

A woman arrested earlier this year for sexually abusing a juvenile in 2016 is facing additional charges after a second victim came forward with allegations of abuse. Megan Billingsley Deese was arrested on February 23rd of this year on charges of Sodomy 1st degree, Sexual Abuse 1st degree, and Enticing a Child to Enter a Vehicle, House, Etc. for an immoral purpose.

 

After these charges were announced, an additional victim contacted the Hoover Police Special Victims Unit stating Deese had sexually abused her over a period of a year between 2018-2019.

 

During the investigation, detectives learned that Deese was a leader of the victimโ€™s youth group at church when the abuse occurred.

 

Deese was arrested earlier today and transported to the Hoover City Jail. She will be transferred to the Jefferson County Jail later this evening. Detectives are continuing to work this case to determine if there are more victims.

Tim Scott Responds To Janet Yellen Claiming Black Women Need Abortion Access

 

President Joe Bidenโ€™s Treasury Secretary, Janet Yellen, said Tuesday that making abortion illegal would be bad for the economy.

Yellen was asked by Democratic New Jersey Sen. Bob Menendez during a Senate hearing about the economic impact of the Supreme Courtโ€™s reported decision to undo Roe v. Wade, opening a path for states to impose increased restrictions on abortion. Yellen said that legalized abortion helped women make more money and participate in the labor force.

 

โ€œI believe that eliminating the right of women to make decisions about when and whether to have children would have very damaging effects on the economy, and would set women back decades,โ€ Yellen said. โ€œRoe v. Wade and access to reproductive healthcare, including abortion, helped lead to increased labor force participation, it enabled many women to finish school, that increased their earning potential, it allowed women to plan and balance their families and careers, and research shows that it had a favorable impact on the wellbeing and earnings of children.โ€

 

She continued on to say that restricting abortion would lead to women living in poverty and needing government assistance.

 

โ€œThere are many research studies that have been done over the years looking at the economic impacts of access, or lack thereof, to abortion, and it makes clear that denying women access to abortion increases their odds of living in poverty or need for public assistance,โ€ Yellen said.

 

The Treasury Secretary was later pressed on the pro-abortion comments by Republican South Carolina Sen. Tim Scott. โ€œSome of your comments in response to Bobโ€™s question, I found troubling. Just for clarityโ€™s sake, did you say that ending the life of a child is good for the labor force participation rate?โ€

 

โ€œI think people can disagree on the issue of being pro-life or pro-abortion, but in the end, I think framing it in the context of labor force participation, it just feels callous to me,โ€ Scott added.

Durham seeks delay of classified discovery in Danchenko case

 

Durham blamed the delay on intelligence agencies' slow production of documents

 

 

Special Counsel John Durham on Monday requested a delay to produce classified documents ahead of the trial of primary Steele dossier source Igor Danchenko, citing federal agencies' slow declassification of documents.

 

While the bulk of classified discovery documents have been produced to Danchenko's lawyers, Durham noted that "recent world events continue to contribute to delays in the processing and production of classified discovery."

 

Durham indicted Russian analyst Danchenko in November 2021 for repeatedly lying to the FBI during the alleged Trump-Russia collusion investigation.

 

The special counsel wrote that the defense rejected the request to delay the filing deadlines, which would give them less time to study the documents before the October trial.

 

"To date, the Government has produced to the defense over 5,000 documents in classified discovery and nearly 61,000 documents in unclassified discovery," Durham wrote in his filling.

 

He explained that "some of the officials preparing and reviewing the documents at the FBI and intelligence agencies continue to be heavily engaged in matters related to overseas activities."

 

The "recent world events" and "overseas activities" Durham is referring to may be Russia's invasion of Ukraine.

 

"Nevertheless, the Government is continuing to press the relevant authorities to produce documents in classified discovery as quickly as possible and on a rolling basis," Durham said.

 

The current deadline to produce classified discovery is set for May 13, but Durham wants the deadline pushed to June 13.

 

The request comes as the trial of former Hillary Clinton campaign attorney Michael Sussmann is set to begin next week. Durham has also accused Sussmann of lying to the FBI.

Meta has been accused of a "deceptive recruitment process" in Kenya

 

Former Facebook moderator Daniel Motaung has sued the social media giantโ€™s parent company Meta and its African subcontractor Sama, alleging in the suit filed on Tuesday that the company โ€œsubjected current and former content moderators to forced labor and human trafficking for labor.โ€

 

Motaung claims he was laid off for organizing a strike in 2019 and trying to unionize Samaโ€™s employees. The subcontractor, he alleges, engaged in a โ€œdeceptive recruitment processโ€ by advertising call center jobs that turned out to be content moderation jobs โ€“ with all the exposure to psychologically harmful content that entailed.

 

โ€œThe varying descriptions (call center agents, agent and content moderator) for the position of a content moderator are deceptive and designed to trick unsuspecting applicants into unknowingly becoming Facebook Content Moderators,โ€ Motaungโ€™s lawyers declared in their filing, noting that โ€œapplicants who responded to the call for โ€˜Agentsโ€™ were especially deceived.โ€

 

Sama not only failed to give employees adequate mental health support, it deliberately perpetuated a โ€œtoxic work environmentโ€ that prohibited moderators from airing their grievances with third parties, including Meta employees, the filing alleged. Workersโ€™ screen time and movement during work hours were tracked using Metaโ€™s software, and they were denied โ€œunplanned breaks as needed particularly after exposure to graphic content,โ€ instead receiving an hour in โ€œwellness breaksโ€ per week โ€“ time some employees report having to โ€œbegโ€ to receive.

 

Employees at the site, located in Nairobi, were drawn from all over Africa, as far away as Ethiopia, Uganda, and Somalia, as well as Motaungโ€™s native South Africa, and only learned the true nature of their jobs after signing contracts and relocating โ€“ meaning they could not simply turn around and go home if they found the true nature of the job too disturbing.

 

An exposรฉ on Samaโ€™s content moderation center published in Time magazine revealed the company paid the lowest rate of any Meta subcontractor โ€“ as low as $1.50 per hour, according to the report โ€“ and while the company upped workersโ€™ pay in response, its PR problems have persisted. Motaung and his lawyers threatened to sue over a month ago if Sama did not make serious improvements to its treatment of employees.

 

Meta has sought to distance itself from the company, declaring it requires its partners to โ€œprovide industry-leading pay, benefits and support,โ€ while Sama has in turn denied any wrongdoing regarding Motaungโ€™s departure. The company claimed his employment was โ€œterminated because of unacceptable actions taken against fellow employees that jeopardized their safetyโ€ and insisted the process was โ€œfair, clear, and well documented.โ€

 

Moderators at Sama threatened to strike in the summer of 2019 unless they received better pay and working conditions, but rather than negotiate with the workers, the company flew two higher-ups from the US to โ€œdeal withโ€ the uprising โ€“ a process that ended with Motaungโ€™s dismissal and the accusation that his actions had put the relationship between Sama and Facebook (now Meta) at โ€œgreat risk.โ€ Rather than face a similar fate, the other would-be strikers returned to work.

Hillary Clinton campaign lawyer Michael Sussmannโ€™s defense list includes ex-NYT reporter

 

A former New York Times reporter, top Hillary Clinton campaign aides and current and former officials from the Justice Department and the CIA are among the potential witnesses at the first trial stemming from special counsel John Durhamโ€™s probe into the federal investigations of former President Donald Trump.

 

Former Clinton campaign lawyer Michael Sussmann plans to call two-time Pulitzer Prize winner Eric Lichthblau to testify in his defense, according to reports of a pretrial hearing held in Washington, DC, federal court on Monday.

 

Lichtblau would be asked about his communications with both Sussmann and tech executive Rodney Joffe, the Washington Post said.

 

Joffe provided Sussmann with computer research that purportedly tied a Trump Organization server to Russiaโ€™s Alfa Bank and helped him compile a โ€œwhite paperโ€ on the findings, according to Sussmannโ€™s indictment.

 

Sussmann is charged with lying to the FBI when he allegedly claimed he wasnโ€™t โ€œacting on behalf ofโ€ Joffe and the Clinton campaign while passing along the since-debunked information in September 2016, less than two months before the presidential election.

 

The Times isnโ€™t expected to object to the defenseโ€™s planned questioning of Lichtblau but might do so if heโ€™s asked about any independent reporting he did on the research, and the paper is expected to file court papers this week, defense lawyer Sean Berkowitz reportedly said in court.

 

Lichtblau referred questions to his lawyer, who declined to comment, as did the Times, according to the Washington Post.

 

Lichtblau, who writes about national security and law enforcement, has bylines on two Times stories from March and April 2016 in which Sussmann, a cybersecurity lawyer, was quoted as an expert.

 

Those reports involved government efforts to unlock iPhones, including one that belonged to one of the homegrown ISIS terrorists who killed 14 people at a 2015 Christmas party in San Bernardino, California.

 

Sussmann also acknowledged speaking to Lichtblau and other reporters from the Washington Post and Slate magazine in late October 2016, leading to stories that appeared a short time later, according to a timeline compiled by US Sens. Chuck Grassley (R-Iowa) and Ron Johnson (R-Wisconsin).

 

Sussmannโ€™s other planned witnesses include Justice Department Inspector General Michael Horowitz, who will be questioned about how Sussmann gave him information โ€œthat also involved Mr. Joffe,โ€ according to The Washington Post.

If you truly love bacon, your would get it made from the jowl, not the belly. Get yourself a smoked hog jowl. Cut of a couple 1/4-5/16th inch thick (I prefer thicker) and cut off the skin. Fry on low heat, about 2.5 - 3 setting on an electric stove. Remove melted fat a couple times, Remember, you are frying it, not deep frying. You'll see when it's done if you like bacon fat (and no one who doesn't like pork fat would like bacon) you'll know.

 

Reminds me of something from the old country. Do you remember wiener roasts, where you put a hot dog on a sharpened stick and put it over a fire outside? Well they had, and some still have, outside fire roasts like that in the old country.

 

It's in the late spring when the autumn salt cured pork bellies have been all eaten and the last 6 inches or so of the tapered end is nothing but fat is all that is left. Get yourself a thick slice of homemade bread with a thin slice of a whole onion on it, cut the cured fat in about 1 1/2 inch squares, put a square on the end of your stick and put it over the fire. Let some fat drop off until it's clear (you'll know) and then when you see the chunk of bacon fat be just right take it out of the fire and let the melting fat drip on your bread. Keep doing this until the chunk is maybe 3/8 in. square. Your slice of bread should be soaked by then.

Yesterday, Vox somehow managed to write an entire article about the history of Oracle and its founder Larry Ellison without mentioning the CIA even once. Which is pretty astounding, given the fact that Oracle takes its name from a 1977 CIA project codename. And that the CIA was Oracle's first customer.

 

Vox simply says that Oracle was founded in "the late 1970s" and "sells a line of software products that help large and medium-sized companies manage their operations." All of which is true! But as the article continues, it somehow ignores the fact that Oracle has always been a significant player in the national security industry. And that its founder would not have made his billions without helping to build the tools of our modern surveillance state.

 

"Recognizing the potential demand for a commercial database product, [Ellison] founded the company that became Oracle in 1977," Vox writes, conspicuously omitting the whole "because CIA wanted a relational database" part of the history.

 

Which isn't to say that Oracle's work with the US government should necessarily be frowned upon. The CIA needs databases, just like any large organization. But not mentioning just how reliant Oracle has been on government contracts since its inception is downright strange and seems to feed this narrative that Ellison simply created a product that companies wanted and private enterprise did the rest.

 

Oracle has pulled in billions of dollars each year working for governments at all levels for all manner of projects, the most high-profile of late being the disaster that was the Oregon health insurance exchange. But it's the company's philosophy behind how national security databases should work which would surprise someone who'd only read about them on Vox.

 

Ellison has always been a big believer in the federal government maintaining large national databases. And he was able to be much more public about it in the months after the September 11th attacks. In fact, Ellison argued that we needed just one large national security database, one with national ID cards and mandatory iris scans, naturally.

 

"The single greatest step we Americans could take to make life tougher for terrorists would be to ensure that all the information in myriad government databases was copied into a single, comprehensive national security database," Larry Ellison wrote in the New York Times in January of 2002.

 

"Creating such a database is technically simple. All we have to do is copy information from the hundreds of separate law enforcement databases into a single database. A national security database could be built in a few months," Ellison explained. "A national security database combined with biometrics, thumb prints, hand prints, iris scans or whatever is best can be used to detect people with false identities."

 

And Ellison has worked tirelessly to build that all-seeing database, suggesting that he had even given away for free much of the tech necessary for such infrastructure. He'd only charge the government for additional services and maintenance of the systems, of course.

 

As Jeffrey Rosen recounts in his 2004 book, The Naked Crowd: Reclaiming Security and Freedom in an Anxious Age, business was particularly booming at Oracle after September 11th. Rosen explains that the federal government accounted for a whopping 23 percent of Oracle's licensing revenue in 2003, roughly $2.5 billion.

 

Rosen tells of meeting with the folks at Oracle, one of whom was David Carney, formerly the number three person at the CIA. Carney had retired after 32 years there, and been hired at Oracle to head its Information Assurance Center, founded just two months after the September 11th attacks.

 

From Rosen's book:

 

"How do you say this without sounding callous?" [Carney] asked. "In some ways, 9/11 made business a bit easier. Previous to 9/11 you pretty much had to hype the threat and the problem." Carney said that the summer before the attacks, leaders in the public and private sectors wouldn't sit still for a briefing. Then his face brightened. "Now they clamor for it!"

Maybe they shouldn't have. Even assuming a best case scenario in which Oracle isn't actively enabling the kinds of domestic spying that Americans have rightly been up in arms about since the Snowden revelations, it would appear the company's leaky products should still be cause for concern.

 

"Of all of the commercial databases, Oracle is the least secure," British security expert David Litchfield recently told Reuters. Which is a problem, both from a national security perspective or even a consumer confidence perspective. Because today, everybody uses Oracle databases.

 

As Ellison himself told Rosen proudly for The Naked Crowd, "The Oracle database is used to keep track of basically everything. The information about your banks, your checking balance, your savings balance, is stored in an Oracle database. Your airline reservation is stored in an Oracle database. What books you bought on Amazon is stored in an Oracle database. Your profile on Yahoo! is stored in an Oracle database."

 

I guess I shouldn't be surprised that Vox didn't highlight Oracle's CIA origins or its never-ending relationship with governments at all levels. But writing an explainer about Oracle without mentioning the CIA or Ellison's post-9/11 goals or national security infrastructure strikes me as simply bizarre.
