After a failed bid to scrap its autonomy, Uzbekistan's President Shavkat Mirziyoyev has declared a month-long state of emergency in the northwestern province of Karakalpakstan.

 

The presidency announced that a state of emergency was declared according to a presidential decree "in the Republic of Karakalpakstan from 00:01 a.m. on July 3, 2022, to 00:00 a.m. on August 2, 2022,"

 

Riots broke out in the Province on Friday over a constitutional amendment that sought to remove Karakalpakstan's autonomous status. The area is populated by the ethnic minority of Karakalpaks.

 

Police stepped in to quell the riots after protestors tried to storm into government buildings.

Russia: Leaked former MI6 head emails show UK defies democratic ideals

 

Russian Foreign Ministry Spokesperson Maria Zakharova considered on Saturday that the recently disclosed plans of the British elites to change power in the United Kingdom contradict the allegedly democratic ideals of the country's government system.

 

Zakharova's remarks came while commenting on the leaked emails of Richard Dearlove, the former head of the UK intelligence service MI6.

 

On May 15, independent outlet The Grayzone released a cache of Dearlove's emails, which allegedly disclose plans of the British elites advocating for Brexit to change power in the country over then-UK Prime Minister Theresa May's lack of initiative on the matter.

 

The elites reportedly intended to undermine May's Brexit deal, which they viewed as weak, by infiltrating the government, spying on campaign groups, and replacing May with Boris Johnson.

 

"This does not really fit with the touted democratic ideals of the British parliamentary monarchy, to be honest,โ€ Zakharova considered.

 

According to The Grayzone, the entire operation had been sponsored by Tim and Mary Clode โ€” an aristocratic couple who had settled in a "tax haven" on Jersey Island. The husband and wife have avoided being mentioned on social networks in recent years, the report highlighted.

 

"Therefore, they fit perfectly the role of 'money bags' and had been allocating money monthly to prepare 'products' [compromising evidence and defamation articles]," the Russian Spokesperson said.

 

Zakharova criticized Dearlove for accusing Russia of the leak, adding that the UK authorities and elites apparently believe that the British can learn the truth about their own government and democracy only from the Russians.

Initially, I feared my journey was in vain. As I approached the 170-year-old colonial building where the clinic is based, I found the gates were padlocked - I was told by Dr Ramesh that I would have to come back in January.

But Dr Ramesh's faith in the treatment was striking. "Foetal stem cells work," he said. "If patients were not getting value for money they would not be coming back to us for second and third infusions."

 

Then our conversation turned to the main part of my inquiry: how could he be certain the stem cells the clinic was using had indeed come only from aborted foetuses in the Ukraine - a country where there's very little regulation over issues like consent from donors.

 

Was it possible that the cells had, in fact, been harvested from full term babies without any consent from the parents?

 

Dr Ramesh denied any knowledge of babies being sacrificed for stem cells. He said he had faith in the Institute of Cryobiology in Kharkiv, the source of the stem cells used by the Barbados clinic, but added that "maybe in the future we will go and check it out".

 

I decided to travel to the Ukraine myself to see what sort of guarantee the Institute could offer about the source of its stem cells.

 

Once there, I made several attempts to interview the head of the Institute, Dr Valentin

 

Greshenko, to put my concerns to him, but he refused. So my inquiries took me instead to Maternity Hospital Number Six, which stands in what my translator told me nervously was the "criminal area" of Kharkiv.

 

It was at this hospital, in 2002, that a young woman called Svetlana Plusikova gave birth to a baby girl. The 26-year-old agreed to meet me in a derelict fairground nearby, set in a leafless forest. She was too scared for me to come to her workplace

 

Svetlana told me that after a relatively straightforward pregnancy, she gave birth without any complication. "It happened very, very quickly - the doctors didn't say anything."

 

It was only much later that she was informed the child had been stillborn. "They told me my child had already been dead inside me for five months."

 

Svetlana was unconvinced. Surely if her baby had been dead for so long, she would have suffered a miscarriage. And why was the dead infant not shown to her? It had been whisked away so quickly she didn't even have a chance to hear if it cried.

Certainly, Svetlana is not alone in her suspicions. I met Dimitry and Olena Stulnev in their two-room flat nearby. I arrived during a power cut and started to interview them by candlelight. There, with tears running down her face, Olena told me about her own experience in

 

Maternity Hospital Number Six.

 

"I gave birth to a healthy girl," Olena told me. "She was crying and moving her hands and legs. I was shown the baby. After that the girl was taken away. They told me everything was OK and I could see her the next day."

 

But that never happened. Olena was told the following day that her baby had died. But when she asked what had caused the death, the answers were inconsistent. "They told me three stories. One, she didn't have enough air to breathe; two, the lungs didn't open; and three, that her heart failed."

UK Prime Minister Boris Johnson showed up in the Ukrainian capital Saturday, in a bold surprise visit made public for the first time in photographs posted to government accounts showing the face-to-face meeting with President Volodymyr Zelensky.

 

Zelensky's office confirmed on Facebook that he and Johnson met. "Right now Boris Johnsonโ€™s visit to Kiev began with a tet-a-tet meeting with President Zelensky. Great Britain is a leader in defense support of Ukraine. The leader in the anti-war coalition. Leader in sanctions on Russian aggressor," a statement said.

 

Zelensky in his own social media post revealing the meeting, called Johnson "one of the most principled opponents of the Russian invasion" and a "leader in sanctions pressure."

 

And the UK's embassy in Ukraine posted an image of the two leaders holding discussions in a small room with the word "surprise".

 

The British prime minister's office said Johnson went there in person, even as a major war is happening, in order to show "solidarity with the Ukrainian people." The statement further said, "They will discuss the UK's long-term support to Ukraine and the PM will set out a new package of financial and military aid."

 

The day prior, European Commission President Ursula von der Leyen and European Commission Vice President Josep Borrell Fontelles were inside Ukraine to meet with Zelensky, and even had a battlefield tour of sorts.

Two killed as helicopter crashes into field in North Yorkshire

Specialist air crash investigators have been despatched to the crash site, while the public have been 'strongly urged' to avoid the area.

 

Two people have died after a helicopter crashed into a field in North Yorkshire.

 

An investigation is underway into why the aircraft came down near Burton in Lonsdale - the cause is currently unknown.

 

Emergency services rushed to the scene off Bentham Road after the helicopter crashed shortly before midday.

 

North Yorkshire Police confirmed later on Monday afternoon that two people were killed as a result.

 

Their families are being supported by specially trained officers, the force added.

 

No one else is believed to have been on board.

 

Aerial pictures of the scene appear to show the burned wreckage of the helicopter, as emergency services work nearby.

 

People have been "strongly urged" to avoid the area.

 

Sky News North of England correspondent Frazer Maude, close to the scene, said a large area around the crash site has been cordoned off as the investigation continues.

 

"As I say, we believe that this helicopter crashed shortly after take-off.

 

"We're not sure whether that was due to pilot error or mechanical failure. It could have been any number of things.

 

"At the moment, it seems as though it's pretty perfect conditions today, very clear skies, no significant wind or anything like that.

 

"So the two main causes, I would imagine, that the air accident investigators are looking into will either pilot error or mechanical failure."

 

He said he spoke to a local farmer who saw a plume of smoke going into the sky, but did not hear the crash.

Critical theory extends from the same Young Hegelian logic that spawned Karl Marx mid-19th century.

Every time they 'see' a 'contradiction' from absence of socialism, they are projecting their own psychology of 'notioning' a division in reality and so their own destruction is to be accommodated and any dissent must logically be 'counter-revolutionary' and therefore the bodies of anyone speaking dissent are to be crushed and destroyed for daring to want to 'go backwards' when they are allegedly trying to 'progress' the world forward.

The family of a student who attended a therapeutic boarding school in Rexford, which state officials shut down amid allegations of abuse, has filed a lawsuit seeking damages against the youth programโ€™s directors and staff.

Officials with the Montana Department of Public Health and Human Services (DPHHS) in July removed 27 children from the Ranch for Kids, a private alternative youth program in Rexford, alleging โ€œegregious, chronic and persistent child abuse and neglect.โ€ Department officials suspended the facilityโ€™s operational license and described instances of pervasive physical and psychological abuse at the Ranch for Kids, including reports of staff hitting, kicking, body slamming, and spitting on the children in their care.

The nonprofit programโ€™s owner has denied or disputed the stateโ€™s allegations and has requested a hearing with DPHHS challenging the license suspension; however, Ranch for Kids officials did not respond to a request for comment on the lawsuit.

In the federal lawsuit filed Oct. 7 in U.S. District Court in Missoula, the family of a former Ranch for Kids student describes allegations that mirror the stateโ€™s and seeks damages exceeding $75,000 against defendants William Sutley, owner and operator of the facility; Daniel Sutley, vice president and treasurer of the Ranch; and Joyce Sterkel, whom the lawsuit identifies as the secretary and a presiding officer at Ranch for Kids.

The lawsuit identifies the plaintiff, Rachelle Limewood, of Spokane, Washington, as the parent and guardian of the former student, a minor identified only by the initials โ€œD.O.โ€

According to the complaint, D.O. was, among other things, โ€œsubjected to extended periods of social isolation, sometimes for days and weeks on end, was subjected to an unhealthy diet, experienced mental and physical abuse, and was exploited for labor at the Individual Defendantsโ€™ personal homes.โ€

The allegations detailed in the lawsuit mirror those described by state officials.

Leading up to the removal of students from Ranch for Kids, state officials say they obtained information including allegations of students being physically hit, kicked, body slammed and spit on by staff; staff inflicting persistent psychological abuse on children; staff using excessive discipline, including requiring 15-20 mile walks on remote U.S. Forest Service roads in harsh conditions, with improper or no shoes, withholding food, shooting a nail gun at a student, and prolonged isolation; children not receiving medical attention when it was critically needed; and medications not properly administered, stored, or regulated.

Beginning July 1, a new state law transferred authority of the Private Alternative Adolescent Residential and Outdoor Program to DPHHS. Prior to July 1, DPHHS did not have licensing authority over these programs.

A series of stories on private alternative treatment programs by the Missoulian shed light on the lack of oversight and helped prompt the legislative changes.

For years, the Ranch for Kids operated without a license, arguing it was exempt from state requirements because it was an adjunct ministry. In 2013, a district court judge ruled against the ranch, ending its long-running dispute with the state Department of Labor and Industry.

Ranch for Kids bills itself as a respite care home that takes in adopted children from around the world โ€” especially Russiaโ€” who are experiencing problems at home, often due to fetal alcohol-related issues.

An multi-CBDC platform could offer faster, cheaper, and more secure international settlements according to the Bank of International Settlements (BIS).

 

Project Dunbar, an international settlement scheme led by the BIS Innovation Hub, has successfully developed working prototypes to prove the viability of the multi-CBDCs concept. It is still early to speculate what this could mean for international settlements. However, if launched successfully, it could significantly challenge the current international transaction providers like SWIFT.

 

Experiment Proves Multi-CBDCs Could Enable International Settlements

Project Dunbar, a technical experiment that involved the Reserve Bank of Australia, Central Bank of Malaysia, Monetary Authority of Singapore, and South African Reserve Bank, has turned out to be a success, proving that financial institutions can use CBDCs to transact on a shared platform.

 

The joint effort initially started in 2021. According to a report by the Bank of International Settlements (BIS), the project developed two prototypes for a shared platform that could enable international settlements using CBDCs issued by different central banks, which was the projectโ€™s first phase. The BIS said:

 

โ€œThis initial phase of the project successfully developed working prototypes and demonstrated practicable solutions, achieving its aim of proving that the concept of multi-CBDCs was technically viable.โ€

 

The BIS argued that the need for such a system arises since cross-border payments are currently very inefficient. For instance, to complete a single cross-border transfer, a number of banks may be involved. Each of these banks would need to record transactions on multiple ledgers on multiple systems built using different technologies, all of which contribute to making transactions slower and more expensive.

 

Moreover, the bank claimed that cross-border payments currently fail to meet user expectations of cheaper, faster, and more transparent cross-border payments. This describes why the G20, an intergovernmental forum comprising 19 countries and the European Union, pledged in 2020 to enhance cross-border payments around the world.

 

Project Dunbar Developed Using DLT Platforms Corda and Quorum

In terms of design, the project faced challenges related to governance, process, and technology.

 

For a multi-CBDC platform shared by different central banks, governance is a key consideration to properly assign each participant the right amount of privileges and modes of access. In the first place, participants will gain access to the platform through the nodes they host or the nodes hosted by others. Also, each participant would have a different level of access.

 

Technologically, the projectโ€™s technical prototypes were developed on two different DLT platformsโ€”Corda and Quorum. The Corda platform development was led by the technology provider R3 while the Quorum platform development was led by Partior, an open industry platform.

 

Moreover, R3โ€™s prototype deployed on the Azure cloud infrastructure while Partior has deployed its prototype on Amazon Web Services (AWS).

Multi-CBDC Payments to Challenge Traditional Settlement Methods like SWIFT

Unlike traditional payment settlement methods, which rely on intermediaries and correspondent banks, a multi-CBDC platform would enable participants to transact directly with each other using different CBDCs. This would significantly decrease the time required for a settlement, thus increasing speed.

 

Moreover, currently, a single cross-border transfer requires multiple ledgers to be updated on different systems, making the process time-consuming. However, since transfers are recorded on a single ledger on a multi-CBDC platform, the settlement process is simplified and costs are reduced.

 

It is also worth noting that a multi-CBDC platform would reduce duplicative processes and automate operations through smart contracts. Furthermore, using smart contracts, banks can also offer conditional payments, enabling customers to receive payment upon the fulfillment of predefined conditions.

 

In a nutshell, a multi-CBDC platform could be a game-changer for international settlements considering that it could significantly cut costs and increase speed. Therefore, it can significantly challenge traditional financial transaction providers like SWIFT.

Ukraineโ€™s Opposition Platform โ€“ For Life (OPPL) party was officially banned by a Ukrainian court on Monday. The Ministry of Justice announced on Facebook that all of its assets, property, and funds are to be transferred to the state.

 

The ruling to ban the party was carried out by the Eighth Administrative Court of Appeals in the western city of Lviv, following a request from the Ministry of Justice. The OPPL had all of its operations suspended by the authorities in Kiev in March after the launch of Moscowโ€™s military operation, and the party and its leaders were accused of having ties to Russia and being โ€œanti-Ukrainian.โ€

 

In its Facebook post, the ministry noted that Ukrainian courts have so far banned 11 โ€œpro-Russianโ€ parties suspected of acting to โ€œundermine the sovereigntyโ€ of the country.

 

Before its operations were suspended, the OPPL was Ukraineโ€™s largest opposition group and second-largest party in the country. In 2019, it won 13% of the vote in a parliamentary election, and in 2021, polls showed that it surpassed President Volodymyr Zelenskyโ€™s โ€˜Servant of the Peopleโ€™ as the most popular party.

 

Since 2018, it was led by Viktor Medvedchuk, a businessman who called for better relations with Russia and saw Kievโ€™s western turn as detrimental to national interests. In May 2021, Medvedchuk was placed under house arrest after being accused of treason amid Zelenskyโ€™s crackdown on dissent.

 

Medvedchuk had repeatedly denied accusations against him as โ€œpolitically motivated,โ€ and insisted he was never โ€œpro-Russian,โ€ but merely wanted what was best for the Ukrainian people.

 

On April 12, the OPPL leader was captured by the Ukrainian Security Service (SBU) as he allegedly tried to flee the country. The arrest was made public after Zelensky published a photo of the man in handcuffs. The politician has since been held in custody by the SBU at an unknown location.

 

Medvedchukโ€™s wife, Oksana Marchenko, has been pleading with world leaders to organize her husbandโ€™s release or exchange and has accused the SBU of beating and torturing him.

 

Last week, Ukrainian courts banned two more political movements โ€“ the Left Opposition and the Party of Shariy โ€“ both of which were previously featured on the list of 11 political factions suspended by Ukraineโ€™s Security Council.

As things stand today, the US would not be able to put China under heavy sanctions as the American and Chinese economies are so intertwined. While there are efforts to reduce dependence on China, a real decoupling, which some hawks are calling for, could take decades.

 

But Kahlโ€™s comments suggest that the US would be willing to fund a proxy war against China in Taiwan as it has in Ukraine by shipping billions of dollars worth of weapons into the war zone. Washington has sold weapons to Taipei since severing diplomatic relations in 1979, but the military support is nowhere near what the US is providing Ukraine today.

 

Tensions have been rising between Beijing and Washington over Taiwan as the US has been increasing support for Taiwan in recent years. What we need is a minute-by-minute timeline of what the officers in the hall were doing. How long was it between the time the cops finally found a key that worked and the time they entered the classroom? The Tribune article doesnโ€™t say, instead stressing that Arredondo tried 30+ keys brought to him by a janitor before other officers on the scene got one that opened the door.

 

Did they still hold back after they were able to enter? If so, for how long?

 

Another detail thatโ€™s hazy from the Tribune piece is how long it took the cops to begin evacuating the rest of the school once the gunman had locked himself inside the classroom. One might think that would have happened immediately after the standoff began, wanting to get kids in other rooms out of harmโ€™s way before the final confrontation occurred and bullets started flying. But the impression left by the Tribune story is that there was some delay. โ€œAt some point, Arredondo tried to talk to the gunman through the walls in an effort to establish a rapport, but the gunman did not respond,โ€ the paper notes; only after that, with shots from inside the classroom penetrating the walls, did it occur to the chief to have police outside pull kids in other rooms to safety through the windows.

 

Youโ€™re left with the sense that children were inside the building for an egregiously long time as the cops in the hallway figured out their next move. Remember, Uvalde mom Angeli Gomez reportedly drove 40 miles to the scene after news of the shooting broke, was briefly handcuffed by federal marshals outside, and then made her way into the school to find her two children still inside. (Fortunately they werenโ€™t in the classroom with the gunman.) Why on earth were her kids still in the building at that point?

 

Exit question: If Iโ€™m not mistaken, the classroom occupied by the gunman is on the first floor. Was there any attempt to position a sniper outside to take him out through the window in case he strode into view?

California gun owners' personal information exposed in data breach

 

That information includes people's names, ages, addresses and license types.

 

FRESNO, Calif. (KFSN) โ€“ If you have a concealed carry weapon (CCW) permit in California, your personal information may have been exposed to hackers.

 

A new website launched by California Attorney General Rob Bonta's office meant to increase firearms transparency launched by sharing too much information.

 

Names, addresses, birthdates, occupations, and more personal information was linked to the website, according to the Fresno County Sheriff's Office.

 

This means the information of any Californian who has a concealed carry weapon permit might have been compromised for hours from Monday night through Tuesday morning, when the website was disabled.

 

But Fresno County Sheriff Margaret Mims says some people's information was already republished on social media.

 

The Attorney General's office shared this statement with Action News:

 

"We are investigating an exposure of individuals' personal information connected to the DOJ Firearms Dashboard.

 

Any unauthorized release of personal information is unacceptable.

 

We are working swiftly to address this situation and will provide additional information as soon as possible."

Rhode Island to Ban Magazines That Hold More Than 10 Rounds

 

A separate bill will ban the sale of shotguns and rifles to any individual under the age of 21

 

Rhode Island Governor Daniel McKee is expected to a sign a bill that will ban the sale of guns and ammunition to individuals under the age of 18. The bill was recently passed by the state legislature.

 

Democratic Senate Majority Whip Maryellen Goodwin sponsored the bill in the stateโ€™s Senate, while Democratic State Rep. Teresa Tanzi sponsored the House version of the legislation.

 

In addition, the state legislature passed another bill that will ban magazines that hold more than 10 rounds. The Rhode Island gun control measures โ€” which passed Tuesday night โ€” are expected to be signed into law by Governor McKee.

 

โ€œHigh-capacity magazines have no legitimate purpose for hunting or self-defense,โ€ Democratic committee Chair Sen. Cynthia Coyne said in a statement. โ€œThey enable shooters to unleash torrents of bullets and inflict maximum harm in mere seconds, making them a tool of the trade for mass shootings, drug trafficking and gang violence.โ€

 

Under the bill, those who already own large-capacity magazines or weapons will have 180 days to permanently alter them so they comply with the law, surrender them to police, or sell them to buyers in places where they remain legal. Law enforcement and military personnel are exempted.

 

โ€œThis is rather breathtaking,โ€ the Rhode Island Republican Party said of the gun control measures. โ€œIn just a few months, tens of thousands of Rhode Island gun owners could become felons. Never have so many law-abiding citizens been put at risk for jail time since the days of Prohibition when possession of alcohol was a crime.โ€

 

Another bill will prohibit the sale of rifles and shotguns to anyone under the age of 21. Young adults in that age range are already prohibited from purchasing handguns.

 

โ€œIt is well-settled science that teenage and post-teenage brains are still developing,โ€ Democratic Sen. Maryellen Goodwin said in a statement. โ€œItโ€™s common sense that we shouldnโ€™t be selling lethal weapons to people who weโ€™ve decided are not old enough to buy cigarettes or beer.โ€

 

A similar ban young adult gun ban was recently ruled unconstitutional in California.

Medical Scans Being stopped due to lack of dye

 

Our VEterans administration hospital must have a stockpile. They are pushing new unnecessary cat scans on veterans lungs almost weekly. Scans that veterans were put in a research project with OUT their knowledge or CONSENT! I was one of those veterans, I have REFUSED to be part of a research I was NOT only told NOTHING about, but they NEVER asked if I wanted to be a part of!
