Former Joondalup Health Campus CEO Kempton Cowan pleads guilty over child sex abuse videos

The former head of one of Western Australia's largest hospitals is facing a jail term after pleading guilty to accessing, soliciting and transmitting child abuse material.

Kempton Cowan, 56, the one-time chief executive officer of the Joondalup Health Campus, today appeared in the Magistrates Court and pleaded guilty to a total of 11 charges.

He was first arrested by Australian Federal Police (AFP) in March last year after videos of girls being sexually abused were found during a search of his home in the western Perth suburb of Mosman Park.

A record was also discovered of an online request for child abuse material.

The search of Cowan's home followed a referral from Interpol about a teenager in the United Kingdom who had told police she had online communications with an Australian-based man.

WADA says more than 200 Russian athletes have been sanctioned for doping over samples from infamous Moscow laboratory

More than 200 Russian athletes have been sanctioned following the "Operation LIMS" investigation into Moscow's anti-doping laboratory with more bans to come, the World Anti-Doping Agency (WADA) confirmed.

Key points:

In 2015, the Russian Anti-Doping Agency (RUSADA) was declared non-compliant with the WADA code over institutionalised doping in sport

WADA set up the "Operation LIMS" investigation to retrieve data and samples from the Moscow Laboratory

As a result of this data, WADA says 203 Russian athletes have been sanctioned, with another 182 cases still under investigation

The suspensions were the result of data and samples retrieved by WADA's Intelligence and Investigations team into the Moscow Laboratory Information Management System (LIMS).

A total of 203 Russian athletes have been sanctioned by 17 anti-doping organisations, with an additional 73 charged.

Another 182 cases remain under investigation.

"The continued success of WADA's 'Operation LIMS' investigation is a testament to the significant work being conducted by the agency's intelligence and investigations, and legal affairs departments," WADA president Witold Banka said in a statement released on Thursday, local time.

"I would also like to thank the international federations and other anti-doping organisations that have diligently followed up on the evidentiary packages [that] WADA provided to them, and continue to bring cases as appropriate.

"WADA is following-up with all the relevant authorities involved in the investigation, to ensure justice is served for athletes around the world."

In 2015, the Russian Anti-Doping Agency (RUSADA) was declared non-compliant with the WADA Code after an investigation uncovered widespread institutionalised doping.

WADA's executive committee voted in 2018 to reinstate RUSADA, subject to a number of conditions that included access to all data for the LIMS team.
