Clearly they knew 9/11 would be the day. But they trolled this for decades. So, did the year really matter or was it about the date? What is the significance of 9/11? Q, Anons, I've been following these drops since day one, but this is the first I'm hearing of this "Behold a Pale Horse" book from 1991, by Bill Cooper. It actually describes clowns planning to use school shootings as a way to disarm the citizenry.

Barack Obama and Eric Holder did not create a weaponized DOJ and FBI; the institutions were already weaponized by the Patriot Act. What Obama and Holder did was take the preexisting system and retool it, so the weapons of government only targeted one side of the political continuum.

Moscow should suspend diplomatic relations with EU – Medvedev

The bloc’s restrictions on Russians bringing in personal items is “a spit in the face,” the ex-president has said

 

EU rules banning Russian nationals from bringing personal cars and smartphones into the bloc are downright insulting and degrading, former Russian President Dmitry Medvedev has insisted. He urged Moscow to suspend diplomatic relations with the bloc.

 

In a statement on Telegram on Monday, Medvedev, who is Deputy Chair of the Russian Security Council, mockingly praised what he described as “straightforward and honest Brussels bosses.”

 

“Directly and without beating around the bush, they told all Russians: ‘We see you as second-rate people.’”

 

He went on to suggest that the sweeping restrictions were not a punishment for the government in Moscow, but rather“a real spit in the face of every single Russian citizen.”

 

As for possible retaliation, Medvedev ruled out a symmetrical response to EU citizens. “Unlike many national leaders whose relatives worked in the [Nazi] SS, we are not racists,” he said, adding that foreigners who visit Russia tend to love the country.

 

“It would be better to just temporarily suspend diplomatic relations with the EU. And bring diplomatic personnel back to our country,” the ex-president suggested, arguing that such a move would make European leaders “fill their pants” because “embassies are evacuated before very specific events,” and they would not know what to expect from Russia.

 

Medvedev's remarks came in response to the latest iteration of ‘frequently asked questions’ released by the EU Commission on Friday. In the document, EU officials clarified that Russian nationals are not allowed to bring a wide range of items, including all types of phones, soap and even toilet paper, into the bloc.

 

Russian nationals are also prohibited from bringing in cars regardless of “whether the use of the vehicles is private or commercial,” the FAQ said, noting that “this is most likely the case for vehicles having a Russian license plate and are registered in Russia.”

 

On Monday, however, European Commission spokesman Daniel Sheridan Ferrie signaled that the sanctions do not necessarily imply that Russians would be stripped of their personal belongings listed in the document, explaining that a tourist coming to the EU with blacklisted items is not necessarily trying to circumvent sanctions.

 

The restrictions are in line with the sweeping economic and financial sanctions that the West slapped on Russia after it launched its military campaign in Ukraine in February 2022.

As God is my witness and I am His, this is the truth about 911 coming from a ground zero worker and a previous top tier Wall street information technologist. The 911 attacks were planned in advance by a combination of foreign and domestic criminals working together in orchestration. Cantor Fitzgerald was the target, as it was in the first failed attempt to take down the Towers; with the van bombings.

I was warned not to work in Manhattan in the first two weeks of September the following year, back in 1999. When I asked why, I said jokingly in disbelief, why is there going to be a nuclear bomb or an alien invasion? I was told sternly, just do it, and the person warning me said something to the affect "All I can tell you is there is a lot of noise and chatter". Nothing transpired in 2000 and thank God I wasn't able to take a "lucrative unsolicited offer for $350k salary", to work there the following year from a manager who worked for Salomon Brothers (Citicorp owned); starting September 10th as I was delayed by construction work that I could not leave unfinished knowing confidently I could join at a later date.

 

Right after the first attempt, I heard someone tell me after being fired by Cantor Fitzgerald, in a defiant tone "Don't worry, these people are going down,… and I mean it, literally." I didn't think much of these things at the time for various reasons; having worked with hundreds of thousands of corporate personnel. I do not think any of those people had anything to do with 911 except that they knew about the DS plans as did some mafioso-cabal local business owners alluded to.

 

So why Cantor Fitzgerald? Because they were beating Wall st at their own scam. At the time, Foreign exchange made million if not billions in trades by finding anomalies between two exchange rates of the currencies. They knew computers could be off by a fractional of a percent, but that was enough to trade billions daily and then to swindle foreign currency difference. Cantor was faster than all and was taking over ForEx which impacted all the banks but Citi in particular. After 911 all stocks tanked but whereas banks like JP Morgan and others lost about 25% valuation, down from $110 a share to about $75, Citi took a bath. Their stock went down from $120 to less than $2 a share, I think $1.57. Cantor had to go because unlike Jane Street, they did not feed Israel kickbacks.

 

Wall st finances buy politicians which return favors, which return wealth thus power and more influence. The Irish is considered by the enemy to be the seed of the white race, the red heads. Never let a crisis go to waste. Citi was owned by the Saudi Prince Alaweed and the Saudis were BFF with the Bushes who took over control of security for the Towers beforehand. I interviewed in those buildings after the first attempt. I counted 22 Id checks and rope maze navigation's to get to an interview. Nothing got in or out without extreme security checks, opening laptop bags, turn on, empty pockets conveyors, pictures, fingerprints, licenses, etc… They obviously knew about the gold in the basement as it was already retrieved before anyone could search for it. They even killed the employees at the Pentagon that helped them steal the 2.3 trillion dollars from the Pentagon.

 

The only thing more disgusting then collecting the remains of innocent American citizens is the authorities that covered it all up. Two planes cannot take down 3 buildings, we do not even have missiles that can do that. That was the smoking gun of an inside job because there are over 1 million buildings in NYC and there has never been 1 in it's history that has ever collapsed for no reason at all, more less predicted 20 minutes too early.

Bill Update: AB 659, the bill that A Voice for Choice Advocacy has been working hard to get amended throughout this CA legislative session. It started as an HPV vaccine mandate for schools and then colleges, and was amended to state it was "expected" that school and college students would get the HPV vaccine before enrolling. At the end of June it was further amended to make this a recommendation. This was a huge win! However, late last week AB 659 was amended further to change it from a recommendation to advisory information. This makes it a little more confusing again, but it still conveys that it is not a mandate. AVFCA prefers the recommendation language as that is consistent with other California Department of Public Health guidelines.

 

The last part of the bill which AVFCA has been trying to get amended is for the HPV vaccine notifications to only be sent to the parents/guardians and not to 6th grade children. There are no other notifications which are sent directly to students by a school.

Western governments could face defeats at the ballot boxand trouble from the millions of Ukrainian refugees they host, if they do not maintain their assistance to Kiev, President Vladimir Zelensky has warned. (So refugees in host countries are allowed to vote in domestic elections? I doubt that! Most Ukrainians do not want to return to the country.)

In an interview with The Economist, Zelensky complained about weakening support from senior Western officials, which he claimed to have seen in their eyes during meetings.

 

“I see that he or she is not here, not with us”contrary to spoken assurances, he said, according to the interview published on Sunday.

 

According toZelensky, failure to support Ukraine amounts to siding with Russiain the conflict, which escalated into open hostilities in February 2022.

 

“If partners do not help us, it means they will help Russia to win,” he stated.

 

Zelensky believes that Western voters will not forgive their leaders if they “lose Ukraine.”Further trouble may also come from the millions of Ukrainian refugees now residing across western Europe. They have generally “behaved well,” but if their hosts “drive these people into a corner,” the end result will not be “a good story,” the president added.

 

The Ukrainian leader said he is “morally” ready for a long war with Russia, but this will require the country to switch to a “totally militarized economy.”

 

He added that now is “a bad moment” for peace talks with Russia, due to the lackluster battlefield progress over the three months of Kiev’s summer ‘counteroffensive’. Moscow has estimated Ukrainian summer losses at over 66,000 troops and 7,600 heavy weapons.

 

The Economist noted that the Zelensky government had built up expectations for the offensive, but now he is “carefully adjusting his message to reality.”

 

The Ukrainian president also appeared to take credit for the drone attacks deep inside Russian territory, which Kiev formally refuses to claim as its own. Explaining his strategy, he said public support for the Russian government will fall “because our drones will land.”

 

In a “long war,” Moscow will lose regardless of how the Russians feel because the Russian economy will fail, he added.

 

The Russian government expects the economy to grow by 2.5% or more in 2023. Recent forecasts by the World Bank and the IMF have upgraded their predictions for Russia due to strong industrial production and higher-than-expected energy revenues.

Blinken contradicts Ukraine on peace negotiations

Washington’s top diplomat believes Kiev would engage in talks, despite outlawing negotiations with Moscow

 

US Secretary of State Antony Blinken has claimed that the Ukrainian government will agree to peace talks with Russia if Moscow offers to negotiate first. Ukrainian leaders have argued otherwise, however, and insist that peace “needs to be won on the battlefield.”

 

“Thus far, we see no indication that [Russian President] Vladimir Putin has any interest in meaningful diplomacy,” Blinken told ABC News on Sunday. “If he does, I think the Ukrainians will be the first to engage, and we’ll be right behind them,” he added.

 

Blinken and other top American officials have long insisted that the Ukrainian government will decide when to seek peace with Russia, and that the US will continue to supply Kiev with weapons until that time comes. Ukraine agreed in principle to a Turkish-mediated peace deal in April 2022, but walked away from the agreement after a visit to Kiev by then-British prime minister Boris Johnson.

 

Ukrainian President Vladimir Zelensky has since issued a decree forbidding any negotiations with Putin’s government, as well as repeatedly vowing to take back the territories of Donetsk, Lugansk, Kherson, Zaporozhye, and Crimea – the latter of which voted to join Russia in 2014 – by force.

 

Retaking this land, however, has proven costly for Kiev. More than three months into its long-awaited summer counteroffensive, the Ukrainian military has lost more than 66,000 troops and 7,600 pieces of heavy weaponry, according to the latest figures from the Russian Defense Ministry. In exchange, Kiev’s forces have only managed to reclaim a handful of villages near Zaporozhye, while Russia controlled more land last month than it did at the beginning of the counteroffensive, according to the Washington Post.

 

Nevertheless, Ukrainian Foreign Minister Dmitry Kuleba declared last week that the conflict “cannot be ended by simply bringing belligerent parties to the table for negotiations.”

 

“It needs to be won on the battlefield for Russia to become serious about negotiating peace," Kuleba added.

 

Russia maintains that it is open to a diplomatic solution to the conflict, but that any peace deal would have to take into account the “new territorial reality” – that Donetsk, Lugansk, Kherson, Zaporozhye, and Crimea will never be ceded back to Ukraine. Furthermore, Russian Foreign Minister Sergey Lavrov has said negotiations would be held “not with Zelensky, who is a puppet in the hands of the West, but directly with his masters.”

The prevalence of graft could hold up Kiev’s bid for membership in the bloc

 

Widespread corruption in Ukraine could hamper Kiev’s bid for EU membership, a western European diplomat told Politico on Monday. He said Ukrainian President Vladimir Zelensky’s efforts to tackle the problem have also alarmed Brussels.

 

Ukraine applied for membership in the European Union last February, and was formally granted candidate status four months later. Although European Commission President Ursula von der Leyen is expected to address the issue of enlargement during her state of the union speech on Wednesday, and EU Council President Charles Michel has vowed to admit all candidate nations by 2030, Ukraine’s bid could be hamstrung by rampant corruption.

 

Ukraine is a “very corrupt country,” an anonymous western European diplomat told Politico. “We want to give a positive signal to Ukraine but things such as this proposal to give more power to [Ukraine’s] intelligence [services] over corruption can send the wrong message.”

 

The proposal in question was raised by Zelensky last month. Following a purge of allegedly corrupt officials at the Ukrainian Ministry of Defense, Zelensky announced that he would task the Security Service of Ukraine (SBU) with probing and prosecuting corruption cases, taking investigative power away from the country’s multiple anti-graft agencies.

 

The SBU reports solely to Zelensky. Representatives of Ukraine’s existing anti-corruption agencies told Politico last month that by making the SBU the only body allowed to investigate these cases, Zelensky is essentially giving himself the power to decide which corrupt officials to prosecute and which ones to shield.

 

There is precedent for these fears, the head of the Anti-Corruption Action Center (ACAC), Vitaly Shabunin, said. Oleg Tatarov, the deputy head of Zelensky’s office, was under investigation by the National Anti-Corruption Bureau of Ukraine (NABU) last year, when the case was unexpectedly transferred to the SBU. “It was buried there,” Shabunin said.“Now [Zelensky’s] office wants to make that into practice.”

 

Ukraine has for years been ranked as one of the most corrupt countries in the world. According to Transparency International’s Corruption Perception Index, as of 2022, the country ranked 116th out of 180.

 

Aside from corruption concerns, disputes between Ukraine and European nations over agriculture could also hold up Kiev’s membership bid. Ukrainian farmers could undercut their European counterparts with cheap grain exports, meaning that the EU will likely have to reform its Common Agricultural Policy if Ukraine is to be admitted, Politico noted.

Germany ready to support Ukraine for next decade – general

Germany is not daunted by the prospect of a protracted conflict between Russia and Ukraine, and will back Kiev for the next decade,Brigadier General Christian Freudinghas said. He added that Germany is seeking to ensure that Ukraine retakes all the territory within its 1991 borders.

Appearing at the Yalta European Strategy (YES) forum on Sunday, Freuding was asked whether Germany was prepared to support Ukraine if the hostilities with Russia ended up becoming a “long war” spanning several more years. The German military official replied by saying it was unrealistic to expect the conflict to end in the near future.

 

Freuding went on to claim that “we’ve got the support of our parliament… for our military support for our Ukrainian friends up to the year 2032.”

 

“We are ready and we are prepared to give long-term support… and we are ready to make time… our ally, and not time become [Russian President Vladimir] Putin’s ally,” he added.

 

Freuding insisted that Berlin was looking to “accelerate our support” and “coordinate our support better” with the aim of ensuring a Ukrainian victory.

 

Late last month, German Chancellor Olaf Scholz revealed that Berlin would focus on providing Ukraine with artillery, munitions, and air defense systems. He clarified that Germany was planning to prioritize weapons that were likely to be “immediately effective” on the battlefield.

Americans have grown accustomed to seeing their president speak on this day, and in light of his absence on this sacred anniversary at the usual sites of remembrance, a video statement (even prerecorded) would have been appropriate. But I guess he couldn’t be bothered.

Two-tier justice system? Absolutely. Joe Biggs, a member of the Proud Boys who dared to shake a fence at the Capitol on Jan. 6, 2021, has just been sentenced to seventeen years in prison for doing so. And on Friday, a leftist thug named Shannon Brandt was also sentenced. Brandt ran over and killed a teenager, Cayler Ellingson, because he thought Ellingson was a “Republican extremist.” For that, Brandt will serve five years in prison, minus almost a year that he has already served under house arrest. It would be fitting if Brandt and Biggs could be sentenced to the same prison, so that Brandt could say goodbye to Biggs when he gets freed and thank his lucky stars that another “Republican extremist” is safely behind bars.

 

Fargo, N.D.’s KVRR reported that after Brandt completes his ridiculously light sentence, or whatever portion of it he actually does serve before some leftist judge springs him, “he will then serve a period of supervised release.” Presumably, this will include supervision while he is driving, in case any other “Republican extremists” dare to venture out onto the streets while this maniac is behind the wheel.

 

Brandt, according to KVRR, was “initially charged with intentional homicide in the case,” which was altogether fitting and proper, as it was based upon “a state trooper’s report that Brandt and Ellingson had gotten in a political argument which escalated.” However, “that report was later discounted, but not before conservative political figures, including former President Donald Trump, and some media outlets seized on it to advance a narrative of left-wing violence.”

 

Why was this report discounted? Was that decision also politically motivated? After all, court documents note that “Brandt stated that the pedestrian called some people and Brandt was afraid they were coming to get him. Brandt admitted to State Radio that he hit the pedestrian and that the pedestrian was part of a Republican extremist group.” That certainly sounds like left-wing violence, unless you’re a fellow leftist who wants to pretend that this sort of thing doesn’t happen. “The State Medical Examiner’s Office,” KVRR continues, “later concluded it was an accident and that Brandt was trying to escape a confrontation with Ellingson when he ran him over.”

 

What a coincidence, that Brandt would be involved in an accident involving someone with whom he had just had a political argument. Brandt’s attorney, Mark Friese, insists that his man “stayed on the scene” after hitting Ellingson, but according to a Sept. 2022 report in Fox News, Brandt fled the scene. If that is accurate, it is odd behavior if the whole thing was an accident. Why wouldn’t he stick around, so as to emphasize that he was horrified at the accident, sorry that it happened, and ready as a good citizen to take responsibility?

 

Even worse, State’s Attorney Kara Brinster “alleged that Brandt’s statements to investigators didn’t align with the evidence in the case and that he didn’t take sufficient accountability for Ellingson’s death.” Nevertheless, she was responsible for the slap on the wrist Brandt has received, as she “requested five years incarceration with credit for time-served and three years of supervised release.” Good thing he just killed a patriot with his car and then may have left the scene; Brandt didn’t have the poor judgment to do something serious, like shake a fence.

 

The light sentence Brandt received waspartly based on the fact that he was diagnosed with autism, “which the experts said impacted his ability to interpret social situations and prompted an exaggerated reaction and response to the confrontation with Ellingson.” But wait a minute: if the whole thing is supposed to be an accident, what “exaggerated reaction and response” did Brant have after his “confrontation with Ellingson”? He was also drinking.

 

Judge Bradley Cruff didn’t explain that anomaly as he addressed Brandt: “You didn’t intentionally run him over. I acknowledge that. I understand what the experts in this case are saying about how your mind works. And you didn’t intentionally kill Cayler. But he did die. And that’s a result of your alcohol consumption. You recklessly pushed Cayler to the ground with your SUV, you recklessly ran him over, and you recklessly killed him.” That’s an awful lot of recklessness to be an accident. Ellingson’s mother “asked Cruff not to follow the plea agreement and to give Brandt the maximum sentence for manslaughter, which is ten years,” but to no avail.

“Inclusive language” is all the rage on the left. It’s like when we were kids, and some of us created our own words and phrases to keep our parents in the dark about what we were really doing. Inclusive language in this case is meant to keep ordinary people in the dark about what some elites are doing to their world.

 

Inclusive language, like the tax code, is only understood by the elites. It gives them power over those who don’t understand taxes/wokeness and imparts a special feeling of belonging with other elites.

 

But in this case, inclusive language is not meant to communicate anything but to obscure meaning. Of course, that’s the exact opposite of the purpose of language, but if the point isn’t to communicate but to conceal, it doesn’t matter.

 

Atlanta has just published its own guide to oppression. “Inclusive language” guides serve the purpose of giving some people the power to define the identities of others. What else would you call that but “oppression”?

 

“We begin with language because behavior change begins when we shift mindsets. We do that by helping people communicate more thoughtfully, effectively, and inclusively,” Candace Stanciel, the Chief Equity Officer for the Atlanta Mayor’s Office of Equity, Diversity and Inclusion, said at the conference announcing the guide, according to a video. “This is not about being politically correct, but seeing people as whole humans with complex identities.”

 

First question: Do “identities” really have to be “complex”? Humans got along for about 100,000 years without complex identities, why start now? And if communicating “more thoughtfully, effectively, and inclusively” also means “more obscurely,” someone has to explain these “complex identities.” And if language is power, those who define language have the most power.

The United States’ top general has warned Ukraine has just six weeks left before changing weather hampers its counteroffensive, even as Kyiv is signaling it could fight on into the winter.

 

“There is still a reasonable amount of time, about 30 to 45 days’ worth of fighting weather left,” Chairman of the Joint Chiefs of Staff Gen. Mark Milley told the BBC on Sunday. After that, mud and rain would likely have an impact on battlefield maneuverability, he said.

 

In keeping with the “glass half full” messaging coming from Biden administration officials of late, Milley said the counteroffensive had achieved “very steady progress” since it began in early June.

 

“The Ukrainians aren’t done, this battle is not done, and they haven’t finished the fighting part of what they are trying to accomplish. It’s too early to say how this is going to end,” he said.

 

Reports on Sunday suggested only incremental gains around one of Ukraine’s main areas of attack, near the village of Robotyne in Zaporizhzhia region, which lies on the way to the strategic town of Tokmak.

 

An unofficial Telegram channel belonging to Ukraine’s 46th brigade, which has proved a reliable source of information, saidtroops had advanced to the east of a neighboring village, but cautioned Russian forces still held higher ground nearby, giving them an advantage.

 

Meanwhile, an online update from the southern ‘Tavria’ command said: “we continue to make small advances in the area of Robotyne. About 1.5 square kilometers of Ukrainian territory have been liberated,” though it did not say how long a period of time it was referring to.

Asked about his forces’ rate of advance on Friday, President Volodymyr Zelensky insisted Ukraine still had the initiative, but he urged a conference audience in Kyiv not to see the counteroffensive like a feature film that was all done in 90 minutes.

 

One of Zelensky’s senior security officials, speaking at the same event the following day, indicated Ukraine’s forces might be set to keep attacking well into the coming winter.

 

Kyrylo Budanov, head of military intelligence, acknowledged the counteroffensive was moving more slowly than he would like. Russia’s defensive lines were well-planned, he said, and heavily laid with mines, which made the situation on the battlefield “complicated.”

 

But even though cold weather was a reality the military cannot ignore, “hostilities will continue, the counteroffensive will continue,” he said.

 

Earlier in the week, retired US General David Petraeus appeared to offer a similar prognosis at a separate conference in Kyiv, saying, “this will go through the winter.” Comparisons with Ukraine’s first big counteroffensive, in 2022, also suggest a longer timeframe could be possible.

 

Russian forces were rolled eastwards out of Kharkiv region exactly a year ago, culminating in the recapture of the town of Lyman by Ukrainian forces around September 30.

 

Ukraine’s counteroffensive in the south then ran for a further six weeks, only ending around November 10 with the liberation of Kherson.

 

It remains a topic of debate among analysts and policymakers whether Ukraine should have kept up the momentum, or whether western allies had failed to supply enough weapons and ammunition to make that possible.

 

There are also fears expressed by Kyiv’s supporters that any halt in offensive operations over the coming winter would only serve to give Russia the chance to further strengthen its defenses.

An Ohio-based coin shop owner recently took to YouTube to share alarming news: His regional bank, with whom he has been a customer for years, has suddenly decided to sever ties by closing all six of his business and personal accounts.

 

The coin shop owner, who operates a coin shop dealing in silver and gold, received certified letters from his bank stating, “After a recent review, we have decided to end our relationship with you and close your accounts… As stated in your account agreement, we can close your account at any time, for any reason, with or without notice. We will begin our closing process on September 6, 2023.”

 

What’s shocking is that the bank has declined to provide any reason for their abrupt decision, leaving the owner and his family in the dark. The letters came without prior notice, affecting multiple accounts, including those belonging to his children and wife.

 

A visit to his local branch revealed little; even the manager, with whom he has a good relationship, couldn’t get an answer for the sudden decision.

 

“They’re just closing all my accounts. They don’t want to do business with me. They won’t tell me why. I went to my local branch, who I have a good relationship with. Talked to the manager. She tried to find out. They wouldn’t tell her. So here I was left thinking, wow, what is going on? What do they think I could have done?”

 

The businessman emphasized his compliance with all necessary regulations, including maintaining an Anti-Money Laundering (AML) program. Nevertheless, the bank’s sudden move has not only disrupted his life but also has him worried about the future of his fully-legal and long-standing business.

DOJ Quietly Drops FARA Case Against Flynn Business Partner After Judge Tosses Conviction For Insufficient Evidence

The Justice Department quietly dropped its FARA case against General Flynn’s former business partner Bijan Rafiekian after a federal judge in 2019 tossed out the convictions because the government failed to offer substantial evidence.

 

A federal jury in July 2019 found General Flynn’s associate Bijan Rafiekian guilty of illegally lobbying for Turkey after just 4 hours of deliberation — but Federal Judge Anthony Trenga, a George W. Bush appointee, dismissed the indictment because of ‘insufficient evidence to sustain the conviction.’

 

“The evidence was insufficient as a matter of law for the jury to convict Rafiekian on either count,” Judge Trenga previously wrote in a 39-page memorandum.

 

“There is no substantial evidence” that he agreed to cooperate subject to the direction/control of Turkey; no evidence of any implied agreement with Turkey.

 

“There is no evidence of discussions or suggestions, let alone an agreement, express or implied, to either avoid filing under FARA or to cause the filing of a false FARA registration statement,” Judge Trenga wrote.

 

After years of litigation and fighting the case in the 4th Circuit Court of Appeals, the DOJ finally gave up and dropped its case.

 

“After carefully considering the Fourth Circuit’s recent decision in this case and the principles of federal prosecution, the United States believes it is not in the public interest to pursue the case against defendant Bijan Rafiekian further,” federal prosecutors wrote, according to Politico.

The Justice Department has quietly abandoned one of the last prosecutions stemming from investigations into alleged foreign influence over Donald Trump’s 2016 presidential campaign.

 

In a court filing Monday, prosecutors indicated they’re giving up their long-running quest to convict Bijan Rafiekian, a California businessman and former business partner of Trump ally Michael Flynn, on charges of acting as an unregistered foreign agent for Turkey amid Trump’s successful White House bid seven years ago.

t’s a bitter pill for prosecutors who convinced a jury in Alexandria, Va., to return two felony guilty verdicts against Rafiekian — better known as Kian — following a week-long trial in 2019 and only about four hours of deliberations. Rafiekian chose not to take the stand during the trial.

 

However, U.S. District Court Judge Anthony Trenga — who presided over the trial — soon became convinced that the guilty verdicts were not justified by the evidence prosecutors presented. He set aside the verdicts two months later, prompting years of additional litigation that included two trips to the 4th Circuit Court of Appeals.

 

Rafiekian’s lawyer blasted the Justice Department after it dropped the case.

Catastrophe bond

 

Catastrophe bonds (also known as cat bonds) are risk-linked securities that transfer a specified set of risks from a sponsor to investors. They were created and first used in the mid-1990s in the aftermath of Hurricane Andrew and the Northridge earthquake.

 

Catastrophe bonds emerged from a need by insurance companies to alleviate some of the risks they would face if a major catastrophe occurred, which would incur damages that they could not cover by the invested premiums. An insurance company issues bonds through an investment bank, which are then sold to investors. These bonds are inherently risky, generally BB, and usually have maturities less than 3 years. If no catastrophe occurred, the insurance company would pay a coupon to the investors. But if a catastrophe did occur, then the principal would be forgiven and the insurance company would use this money to pay their claim-holders. Investors include hedge funds, catastrophe-oriented funds, and asset managers. They are often structured as floating-rate bonds whose principal is lost if specified trigger conditions are met. If triggered the principal is paid to the sponsor. The triggers are linked to major natural catastrophes. Catastrophe bonds are typically used by insurers as an alternative to traditional catastrophe reinsurance.

 

For example, if an insurer has built up a portfolio of risks by insuring properties in Florida, then it might wish to pass some of this risk on so that it can remain solvent after a large hurricane. It could simply purchase traditional catastrophe reinsurance, which would pass the risk on to reinsurers. Or it could sponsor a cat bond, which would pass the risk on to investors. In consultation with an investment bank, it would create a special purpose entity that would issue the cat bond. Investors would buy the bond, which might pay them a coupon of LIBOR plus a spread, generally (but not always) between 3 and 20%. If no hurricane hit Florida, then the investors would make a positive return on their investment. But if a hurricane were to hit Florida and trigger the cat bond, then the principal initially contributed by the investors would be transferred to the sponsor to pay its claims to policyholders. The bond would technically be in default and be a loss to investors.

 

Michael Moriarty, Deputy Superintendent of the New York State Insurance Department, has been at the forefront of state regulatory efforts to have U.S. regulators encourage the development of insurance securitizations through cat bonds in the United States instead of off-shore, through encouraging two different methods—protected cells and special purpose reinsurance vehicles. In August 2007 Michael Lewis, the author of Liar's Poker and Moneyball, wrote an article about catastrophe bonds that appeared in The New York Times Magazine, titled "In Nature's Casino."
