WASHINGTON (AP) — Hey, did my congressman really say that? Is that really President Donald Trump on that video, or am I being duped?

New technology on the internet lets anyone make videos of real people appearing to say things they've never said. Republicans and Democrats predict this high-tech way of putting words in someone's mouth will become the latest weapon in disinformation wars against the United States and other Western democracies.

We're not talking about lip-syncing videos. This technology uses facial mapping and artificial intelligence to produce videos that appear so genuine it's hard to spot the phonies. Lawmakers and intelligence officials worry that the bogus videos — called deepfakes — could be used to threaten national security or interfere in elections.

So far, that hasn't happened, but experts say it's not a question of if, but when.

"I expect that here in the United States we will start to see this content in the upcoming midterms and national election two years from now," said Hany Farid, a digital forensics expert at Dartmouth College in Hanover, New Hampshire. "The technology, of course, knows no borders, so I expect the impact to ripple around the globe."

When an average person can create a realistic fake video of the president saying anything they want, Farid said, "we have entered a new world where it is going to be difficult to know how to believe what we see." The reverse is a concern, too. People may dismiss as fake genuine footage, say of a real atrocity, to score political points.

Realizing the implications of the technology, the U.S. Defense Advanced Research Projects Agency is already two years into a four-your program to develop technologies that can detect fake images and videos. Right now, it takes extensive analysis to identify phony videos. It's unclear if new ways to authenticate images or detect fakes will keep pace with deepfake technology.

Deepfakes are so named because they utilize deep learning, a form of artificial intelligence. They are made by feeding a computer an algorithm, or set of instructions, lots of images and audio of a certain person. The computer program learns how to mimic the person's facial expressions, mannerisms, voice and inflections. If you have enough video and audio of someone, you can combine a fake video of the person with a fake audio and get them to say anything you want.

So far, deepfakes have mostly been used to smear celebrities or as gags, but it's easy to foresee a nation state using them for nefarious activities against the U.S., said Sen. Marco Rubio, R-Fla., one of several members of the Senate intelligence committee who are expressing concern about deepfakes.

A foreign intelligence agency could use the technology to produce a fake video of an American politician using a racial epithet or taking a bribe, Rubio says. They could use a fake video of a U.S. soldier massacring civilians overseas, or one of a U.S. official supposedly admitting a secret plan to carry out a conspiracy. Imagine a fake video of a U.S. leader — or an official from North Korea or Iran — warning the United States of an impending disaster.

Crude videos have been used for malicious political purposes for years, so there's no reason to believe the higher-tech ones, which are more realistic, won't become tools in future disinformation campaigns.

Rubio noted that in 2009, the U.S. Embassy in Moscow complained to the Russian Foreign Ministry about a fake sex video it said was made to damage the reputation of a U.S. diplomat. The video showed the married diplomat, who was a liaison to Russian religious and human rights groups, making telephone calls on a dark street. The video then showed the diplomat in his hotel room, scenes that apparently were shot with a hidden camera. Later, the video appeared to show a man and a woman having sex in the same room with the lights off, although it was not at all clear that the man was the diplomat.

John Beyrle, who was the U.S. ambassador in Moscow at the time, blamed the Russian government for the video, which he said was clearly fabricated.

Michael McFaul, who was American ambassador in Russia between 2012 and 2014, said Russia has engaged in disinformation videos against various political actors for years and that he too had been a target. He has said that Russian state propaganda inserted his face into photographs and "spliced my speeches to make me say things I never uttered and even accused me of pedophilia."

Long Islanders Take Shelter From Tick Threat This Summer

Experts blame the lone star tick for such tick-borne illnesses as meat allergy alpha-gal

By Lara Korte

Fear of tick-borne illnesses in eastern Long Island has some residents choosing to spend their summer inside their homes rather than the great outdoors.

John Rasweiler, 65, who lives in Southold on the island’s North Fork, said that even just a simple walk across his lawn from his car to the front door of his home could lead to a parasite bite.

“And in the 10, 15 seconds that I’m crossing that, I have actually picked up ticks,” he said.

Mr. Rasweiler is a member of the town’s tick working group, which was formed to deal with the irritating insects. He said the problem has gotten so bad that residents are hesitant to do yard work or allow children outside to play.

“The tick crisis is probably one of the largest public health and safety and welfare issues facing the town and facing the east end,” Southold town supervisor, Scott Russell, said.

Experts say the lone star tick, a species named for the single white spot on its back, could be to blame for the rising numbers of tick-borne illnesses, including a meat allergy known as alpha-gal.

“There has always been a tick problem,” said Dr. Erin McGintee, an allergist at ENT and Allergy in Southampton who grew up on the east end of Long Island. “But it’s definitely getting worse.”

Since 2010, Dr. McGintee said she has seen 450 cases of alpha-gal, which can cause severe allergic reactions to the ingestion of non-primate mammal meat, such as beef and pork. The allergy is the result of the body’s reaction to the tick’s saliva, which creates antibodies that then attack a carbohydrate found in all non-primate mammal meat.

Dr. McGintee said her patients with the diagnosis have ranged in age from 3 to over 90 years old.

“They’ll eat a burger for dinner, and three to six hours later, they’ll wake up in the middle of the night having an allergic reaction,” Dr. McGintee said. “And it can range from hives and itching to severe abdominal pain, nausea and vomiting.”

Lyme disease, which is spread by black-legged or deer ticks, is the most common type of tick-borne illness. But Bryon Backenson, deputy director of the state’s Bureau of Communicable Disease Control, said New York has actually been seeing fewer cases of Lyme disease reported out of Long Island.

Other, lesser-known illnesses, such as alpha-gal, ehrlichiosis, babesiosis and anaplasmosis are on the rise, giving an early indication that the disease dynamics may be changing in the region.

“Which makes sense because the ticks are starting to show up in different places as well,” Mr. Backenson said.

There is no tried and true method for exterminating ticks as there is for mosquitoes, according to Mr. Backenson. Pesticides can help, but because their application is up to individual homeowners, neighborhoods can end up with a “checkerboard” pattern that is often ineffective.

“Trying to control ticks over a really wide geographic area, like a citywide or countywide thing is really, really difficult,” Mr. Backenson said.

Residents say part of the tick problem could be the deer population, which according to locals has skyrocketed in recent years, taking out much of the forest understory and providing an abundant food supply to ticks.

“It’s gotten really bad,” said Jim Edwards, founder of Hamilton Archers, a hunting group in Southold dedicated to reducing the deer population. “You can’t walk through the woods, kids can’t play in the grass.”

During hunting season, October to late January, Mr. Edwards and a group of about six local men dedicate their time to harvesting female deer in the North Fork area. Last season, the group collected 108 does, donating much of the venison to food pantries.

Some studies have shown this method to be effective in reducing the number of ticks, Mr. Backenson said, but deer hunting will never drive the tick population to zero.

Residents are encouraged to take precaution when venturing outdoors: tuck pants into socks, use a repellent with DEET, and do frequent tick-checks to avoid the possibility of contracting an illness.

Ticks should be removed as soon as possible using fine-tip tweezers, according to the New York Department of Health.

Dr. McGintee said for most patients who develop alpha-gal, the allergy will go away completely if they can avoid tick bites. But in Long Island’s east end, even taking the most extreme precautions doesn’t come with a guarantee.

“It’s a challenge living in an area where lone star ticks are so prevalent,” she said.

UK National Society for the Prevention of Cruelty to Children Deem Facebook Most Used Site for Child Sex Grooming

ALMOST 300 online sex grooming crimes were committed against children in the Yorkshire and Humber region during the first year of a new law being in operation.

The incidents, which took place across up to 80 internet platforms including social media, were among 3,171 offences of sexual communication with a child recorded across the country since last April.

Facebook, Snapchat and Instagram were the top three most-recorded sites for grooming to take place, being used in 70 per cent of 2,097 cases where police revealed the methods. Some of the victims were as young as eight, the NSPCC found.

As part of its #WildWestWeb campaign, the children’s charity asked 44 UK police forces for details of how many reports of the new offence - which was introduced last April under the Sexual Offences Act - they had received.

The campaign is calling on Government to force social networks to have mandatory safety rules, set up a new regulator for e-safety, require annual safety reports from social media sites and demand technology is developed to detect grooming.

Details revealed to the NSPCC showed Facebook was used in 30 per cent of cases, while Snapchat and Instagram were each used around a fifth of the time.

Girls aged 12 to 15 were most commonly targeted - three-fifths of the total.

Peter Wanless, NSPCC chief executive, said: “These numbers are far higher than we had predicted, and every single sexual message from an adult to a child can have a huge impact for years to come.

“Social networks have been self-regulated for a decade and it’s absolutely clear that children have been harmed as a result.

“These networks must be forced to design extra protections for children into their platforms, including algorithms to detect grooming to prevent abuse from escalating.”

Det Chief Insp Joanne Bates said: “The introduction of anti-grooming legislation last year now makes online grooming a criminal offence and enables us to work with our partners to better protect children and identify and prosecute offenders.

“In all reports of online grooming, teams of specialist investigators will work to identify the details of each individual case to ensure appropriate action is taken and safeguarding measures are in place.”

A spokesman for Facebook said: “We have zero tolerance for child exploitation on Facebook.

“This illegal behaviour is rare on Facebook but it is immediately removed and reported to relevant law enforcement agencies when it is detected.

Understanding Information Age Warfare

Signori of RAND.[5] UIAW pushed the implications of the shifts identified by network-centric warfare in order to derive an operational theory of warfare.

Starting with a series of premises on how the environment is sensed, UIAW posits a structure of three domains. The physical domain is where events take place and are perceived by sensors and individuals. Data emerging from the physical domain is transmitted through an information domain.

Network-centric warfare/operations is a cornerstone of the ongoing transformation effort at the Department of Defense initiated by former Secretary of Defense Donald Rumsfeld. It is also one of the five goals of the Office of Force Transformation, Office of the Secretary of Defense.
