I'm not sure where you're getting this idea. Anyone can ask to bake, and the instructions are available to all. When BO/BV confirms hash, if new baker has no history, they're still allowed to (even encouraged to) bake, it's just that BO/BV stays on the ready for an Ebake (emergency bake) in case unknown baker screws up. Like I did, on my first few bakes.
