no, interest rates controls everything all the way down the economy, from mortgages, to payments, spending and consumer spending and living.

the fed sets the direction to global interest rates and the b.i.s has a hold on how much of a spectrum the interest rates goes up and down at around 3.5% to 4.5% sucking up peoples resources, energy and health of nations citizens.
