Ukraine says Starlink restriction disrupting military as Musk claims US controls those systems

Ukrainian authorities say Starlink has restricted some military internet services, disrupting operations amid an escalating dispute with the Trump administration.

Ukrainian authorities said they were caught off-guard by restrictions on the military-grade version of Elon Musk’s Starlink, called Starshield.

Starshield systems are owned and controlled by the US government and any limits on its speed or usage are up to the US military and president, SpaceX CEO Musk said on his social media platform X, adding that Starlink is a commercial service owned and controlled by SpaceX and is limited to civilian or defensive activities.

Musk said Starlink “cannot be used for offensive military action, as doing so would be inappropriate for a commercial company.”

The decision to limit Ukrainian access to Starshield was not a high-level US policy decision, according to two US officials.

CNN has reached out to the White House for comment on Musk’s remarks on Starshield.

On Wednesday, Ukrainian President Volodymyr Zelensky said Russian forces are trying to leverage the Starlink disruption. With 124 drones launched by Russia overnight and another 145 during the day, Zelensky called it “one of the largest attacks.”

“It is clear that the Russians are trying to take advantage of the problems with Starlink in Ukraine, as our interceptor drones depend on this connection among other things,” he posted to X.

The Starlink disruption is compounded by the Ukrainian government’s recent reports of turmoil with intelligence sharing from allies to warn of incoming missile attacks.

It comes after the Trump administration warned Ukraine last weekend that the US could suspend intelligence sharing and European purchases of US weapons for Ukraine if Kyiv does not halt its long-range strikes on Russian energy facilities.

Intelligence provided by the US and other partners helps Ukraine defend against Russian ballistic missile attacks by providing the locations of missile launchers as well as data on where the strikes are heading, and when.

Late on Tuesday, Zelensky said his government had received “no early warning from our partners” before a deadly ballistic missile attack hit a major power plant in Kyiv and damaged a residential building.

However, when asked earlier Tuesday, Trump said the US had not stopped sharing intelligence with Ukraine. “We are helping them, and we are sharing intel. We want the war to end, so we’re working with them and with Russia on getting the war to end,” he said.

A Ukrainian military source with direct knowledge of day-to-day operations impacted by Starlink told CNN that “the complications are substantial.”

“We’re investigating connection issues in detail. What will be affected is the front line and occupied territories,” the military source said. “We were getting ready for this.”

“This situation significantly complicates logistics, unmanned systems, forces operations, mid-range strikes, etc.,” aUkrainian defense ministry source told CNN.

The source said Ukraine’s Ministry of Defense is in contact with the United States, SpaceX and NATO allies, and it is testing and implementing backup communication channels.

CNN has reached out to the White House, the Pentagon and SpaceX, the parent company of Starlink, for comment.

On Saturday, Musk criticized the Ukrainian president in a post on X, writing that “Zelensky has gone too far” when it comes to strikes on Russian fuel facilities.

CNN has also reached out to the Ukrainian Defense Ministry for comment.

The issues with Starshield have been shared with US lawmakers, a source familiar with the matter told CNN. Ukraine’s Armed Forces learned about the Starshield terminals’ speed limitations from SpaceX customer support after filing a complaint about operational issues, and SpaceX provided no prior warning, according to the source.

Ukraine was informed that the restrictions apply to vehicles and other military hardware traveling at speeds of 100 miles per hour or higher, the source said, at which point the Starlink terminal loses communication with those assets.

That complicates the operations of Ukraine’s drone missions, particularly interceptor drones and mid-range strike drones, according to multiple sources. It also reduces the military’s capabilities for front line logistics, communications and reconnaissance, as well as operating planes and helicopters.

The Ukrainian government has requested SpaceX give a reason for the change and identify a way to restore the service capabilities that were available under the previous arrangements, given the operational importance of Starshield connectivity, the source familiar with the matter told CNN. Those arrangements were contracted through the US government until mid-May 2027. Kyiv has not received a response from SpaceX yet, the source said.

Kremlin spokesman Dmitry Peskov said on Wednesday that Russia had no further information about the Starlink disruptions in Ukraine. He also said the Kremlin is “carefully noting” reports of shifts in Washington’s support for Kyiv, adding that it’s “too early to draw any systemic conclusions.”

Attack on Ukraine’s energy infrastructure

Meanwhile, another massive Russian attack on Ukrainian energy infrastructure left more than 600,000 people without power early on Wednesday, according to Zelensky.

Russia launched more than 120 drones and 39 ballistic missiles at Kyiv and Kharkiv, specifically targeting energy facilities, said Zelensky – causing widespread power outages and “significant damage” to oil and gas facilities.

These are “the very infrastructure covered by the ceasefire announced by the American President,” he wrote, referring to the surprise “energy ceasefire” that President Donald Trump announced last weekend.

At least 10 people were killed and dozens injured in the attacks overnight and early Wednesday morning, according to local Ukrainian officials across several regions that were hit.

“This is absolutely unjust: when they (Russia) are destroying our energy infrastructure, and Ukraine is not even receiving early warnings about ballistic missile launches,” Zelensky said.

Intelligence sharing is no guarantee of protection. Russia’s ballistic missiles can reach Kyiv in just minutes, leaving little time to respond; in some recent attacks, air raid sirens sounded at the same time as the first explosions.

For months, Zelensky has urged partners to help bolster Ukraine’s air defenses, especially in providing more ballistic-missile interceptors – one of the few weapons capable of knocking down ballistic missiles that travel faster than the speed of sound.

That effort played out on Wednesday, when Zelensky met Britain’s Prime Minister Andy Burnham and King Charles over two separate meetings in London. Speaking alongside Burnham to reporters at Downing Street, Zelensky described the Starlink restrictions as a “pity,” insisting, “We count on partnership with the United States.”

Zelensky’s presidential adviser Beskrestnov had warned that Starlink is also used for the operation of interceptor drones that help protect Ukrainian airspace from Russia’s jet-powered attack drones.

Russia’s latest attack on Ukrainian energy infrastructure has raised further questions about the so-called “energy ceasefire” announced by Trump on Sunday, which appeared to take both Kyiv and Moscow by surprise. After the left-field US announcement, Zelensky said he supported the ceasefire even though he did not know about it in advance.

By Monday, Zelensky said Russia had already violated the supposed ceasefire with fresh strikes – but said he was willing to abide by the agreement if Moscow does too.

When asked by reporters on Tuesday whether Russia had violated the ceasefire, Trump said: “I’ll let you know about that later,” according to Reuters.

The Kremlin finally addressed the “energy ceasefire” on Wednesday after days of silence, questioning the specifics of the US proposal and saying that “work in this direction is continuing.”

Russia and Ukraine have ramped up their attacks on each other’s energy infrastructure in recent months, as front lines on the ground stay largely unmoved.

Russia’s defense ministry also said it had downed 902 drones overnight, according to Russian news agency Interfax.

The BP Union pointed out that James Talarico is lying about calling out the Biden regime for failing on the border.

Trump Admin Floats Unfreezing Russian Assets In Big Move To Restart Talks

President Trump appears to be busy rolling back years of entrenched Ukraine policy. Starting last week he announced the controversial diesel deal with Putin, and this week Ukraine's Zelensky is complaining that intelligence-sharing has been throttled, and possibly even cut off.

The possibility or even likelihood of this heading to another TACO moment aside, what's next? New reporting in the Financial Times gives an idea. The United States has floated a proposal that European countries unfreeze some of Russia's sovereign assets and deposit them in an entity controlled by Washington.

The FT report cites four people familiar with the matter, who describe that the idea was formally presented by envoys Steve Witkoff and Jared Kushner during a meeting of Western allies and Ukraine in Miami on Oct.10.

"The US suggested several possible methods for unfreezing the assets, including for them to be moved into a new special-purpose financial vehicle overseen by Washington," the sources said.

This US plan would be enacted in the hope of opening up momentum toward a comprehensive Ukraine peace plan. Moscow has of late rejected any 'temporary' proposal, including a 60-day pause in fighting recently offered by Zelensky. It wants a lasting political settlement and not a mere 'pause' along the front lines.

At the Miami meeting were NATO representatives, as well as officials from the US, France, Germany, and the EU.

"Many ideas have been floated as to how Moscow's frozen assets could be used after the war, the US official added," the FT says.

European officials are said to have balked at any initiative to let go of Russian assets. "They were told that this was just simply not going to happen," one source said. For example, Germany has voiced its clear position:

"Those are assets that are frozen ​in Europe and they should remain frozen in Europe. ​This is our business and we are deciding over ⁠it," Merz said in Brussels ahead of an EU ​summit.
