Plenty of Americans aren't terribly keen to be receiving text messages from the president, even in an emergency.

And they'll have a reprieve, if only briefly.

The Federal Emergency Management Agency, which oversees the wireless emergency alert (WEA) system, announced that the test that had been scheduled for Thursday will be pushed back to Oct. 3, citing the "ongoing response efforts to Hurricane Florence."

The initial announcement was met with concerns from social media users who stated that a direct message from President Donald Trump to the nation could be used for political purposes, similar to how he uses his official Twitter page.

One online user responded to FEMA's announcement via Twitter, saying, "We don’t need presidential alerts! We already have public emergency alert messaging. This is not necessary!"

Taken together, they represent a new direction in the Nation’s defense against biological threats.

The National Biodefense Strategy builds on lessons learned from past biological incidents, such as the 2001 anthrax attacks, the 2009 influenza pandemic, and the 2014 West Africa Ebola epidemic, to develop a more resilient and effective biodefense enterprise. Biological threats emanate from many sources, and they know no borders. They have great potential to disrupt the economy, exact a toll on human life, and tear at the very fabric of society. My Administration will take steps to improve our understanding of the risks posed by biological threats and to respond to them effectively and efficiently.

The NSPM I have signed directs the Secretary of Health and Human Services to serve as the Federal lead in coordinating implementation of the National Biodefense Strategy. It also establishes a Cabinet-level Biodefense Steering Committee to support the transformation of America’s biodefense enterprise and to protect Americans from bioterrorism and natural outbreaks of deadly diseases. Finally, it directs my National Security Advisor to review biological threats and prioritize biodefense actions annually, which will enable the Government to better anticipate, prevent, prepare for, respond to, and recover from biological incidents.

My Administration is changing the Government’s approach so that it can adapt to the complex nature of biological threats. Our National Biodefense Strategy will address the full range of biological threats, including those that are naturally occurring, deliberate, and accidental—a first for the United States Government. We will comprehensively evaluate our national biodefense needs and monitor implementation of our strategy on an ongoing basis in order to prioritize effectively the Government’s biodefense resources and actions.

My Administration is focused on strengthening our Nation’s defenses against the full range of threats to our health and security, including those of a biological nature. Ex-Israeli PM Ehud Barak Compares Netanyahu to Romanian Dictator Ceausescu

Former Israeli prime minister Ehud Barak has censured his successor Benjamin Netanyahu for passing corrupt legislation, comparing him to Romanian dictator Nicolae Ceausescu, who was overthrown and killed in 1989.

Commenting on Barak, Netanyahu’s Likud Party said, in a statement, that the former prime minister was “inciting murder” against the premier. “He’s simply lost it,” the statement added.

Netanyahu is currently embroiled in three corruption cases, though he has not been indicted.

A number of laws passed recently have been thought to be attempts to protect him, such as a law that will prevent police from publishing recommendations on whether to charge criminal suspects.

Barak, who is thought to have aspirations of returning to political office, has been a vocal critic of Netanyahu and urged him to step down in the past, over the corruption probes.

In response to Likud’s charge, Barak hinted, on Twitter, at charges that Netanyahu had engaged in incitement to violence ahead of prime minister Yitzhak Rabin’s assassination, in 1995.

Prior to the assassination, Netanyahu, then only the leader of the extremist Likud party, had accused Rabin of being “removed from Jewish tradition… and Jewish values.” Rabin, in turn, had accused Netanyahu of provoking violence.

A European Court Just Ruled NSA Surveillance Practices Violate Human Rights

West Yorkshire Police have moved towards adopting an Islamic “modesty culture”, trialling a new loose fitting and lower hanging tunic “designed not to show the female form”.

The new Islamic-style uniforms have reportedly been welcomed by the local community in Bradford and a number of Muslim groups in the area.

Police say the garment is part of an effort to recruit more black and minority ethnic (BAME) officers.

Many UK police forces, including London’s Metropolitan Police Service, have allowed Muslim women to wear a headscarf as part of their uniform for many years and the West Midlands force has even considered allowing full-face veils.

For those who believe marijuana could prove a safe, effective alternative to opioids, they are about to get a major test case in the state of Illinois.

Under a new law signed by Governor Bruce Rauner, doctors now can prescribe medical marijuana to patients who already have qualified for prescription opioid drugs such as OxyContin or Percocet.

The reason is straightforward. Prescription opioids are considered by the Centers for Disease Control to play a large part in the current epidemic of drug overdoses. The total number of opioid-related deaths reached about 72,000 in 2017, according to the agency.

In Illinois alone, almost 2,000 people died from an opioid overdose, according to the Chicago Tribune.

Combatting An Epidemic

When he signed the bill in late August, Rauner said the state is taking the measure because “we’ve got to do everything we can to stop this vicious epidemic.” He also noted that research had clearly shown marijuana can prove an effective medicine for pain management.

Technically, the bill amends the state’s Compassionate Use of Medical Cannabis Pilot Program Act, but its scope is wider than that. Those who wish to use medical marijuana to replace opioids will not have to go through the process of getting fingerprinted or waiting on a background check. The bill also provides authorities the right to wave criminal marijuana charges against a “cultivation center agent, dispensing organization, qualifying patient, or designated caregiver” if the person can prove they violated the law as “the result of opioid addiction or dependence.”

Hemp Gets a Thumbs Up

The law officially goes on the books in December. The state also expects it will take into 2019 before a system to regulate the measure is developed.

Dr. Nirav Shah, director of the Illinois Department of Public Health, said that research into medical marijuana has found it is extremely effective in combating pain, adding that “initiatives like this frankly just make sense.”

The state of Illinois also recently deliveredanother victory for the legalized marijuana movement when Rauner signed a bill into law that lifts restrictions on the production of industrial hemp for commercial use.

Hemp can be used for many commercial purposes, including building materials, textiles, cosmetics and even food.

There is a minimal amount of THC, the naturally occurring chemical in marijuana that causes the high feeling, found in hemp. But it has remained controversial in some states. However, in recent years, more than half of U.S. states have allowed production of industrial hemp for commercial purposes.

The Crystal Child Development Center fired the two employees at Lake Otis Parkway on the spot in August following an investigation by authorities.

Anchorage's Child Care Licensing Program first learned of the allegations on July 27, when a parent called to report 'fake surgeries' were happening in a preschool classroom, according to a report.

Distressingly the probe also found that 'boys were required to carry around, eat and sleep with baby dolls,' as a form of punishment in the classroom'.

athy Lynch, the child care licensing program supervisor for the city, said the allegations were serious enough that an inspector went to the child care center immediately.

Two city inspectors, including one trained in forensic interviewing of children, visited the facility three times in the next three weeks, according to a report obtained by Anchorage Daily News.

The inspectors interviewed children, parents and staff members of the facility –which is licensed to care for up to 155 children from 8 weeks old to 6 years old.

The report, dated August 24, revealed that in a pre-kindergarten classroom, a teacher and a teaching assistant conducted 'fake surgeries on the children to turn boys into girls or girls into boys'.

'The surgery includes having the child lay down on (the caregiver's desk) placing tape over the child's mouth, using a stapler like a pretend cutting tool to change the child into the opposite sex,' according to the investigation.

Caregivers in the same classroom also used scissors to 'pretend to cut the child's hair'.

The investigator also found that the same two caregivers hit children.

It was disclosed that children are being 'hit,' 'slapped,' and 'whacked' in the head for misbehaving,' the report added.

Suyeon Yi, the owner and administrator of Crystal Child Development Center, said she hoped the findings will not overshadow the work of the rest of her staff.

She fired the two women when she was presented with the results of the investigation earlier this month. One of the employees had been working for the center for more than two years.

The other had only been there for about six months. Both were in their 20s or early 30s and were hired with previous experience in child care. Both women passed background checks, Yi said.

Shannon Kuhn, a spokeswoman for the city Department of Health and Human Services, said the investigation categorized the incidents as 'harmful treatment,' which is 'less serious than abuse or neglect' as defined by state law but can include banned forms of discipline.

At the August 21, 2018 hearing before the Court, the Court entered, among others, the following condition of pretrial release as to defendant Bronfman:

[Bronfman] may not directly or indirectly associate or have contact with—except in the presence of her attorneys—current or former employees of, or independent contractors for, NXIVM (including any and all affiliated entities), any individual that she knows to be a current or former member of DOS, or any individual who is currently, or was formerly, on the Stripe Path, subject to reasonable exceptions agreed upon by the parties…. The Court invited counsel for Bronfman to submit additional authority in support of her objection to the non-association provision. However, Bronfman’s September 7, 2018 letter simply reiterates the arguments the Court has already considered and rejected.

Defendant Pleads Guilty in Connection with Ohio Labor Trafficking Scheme Involving Immigrant Minors

Pablo Duran Ramirez, 50, pleaded guilty today in U.S. District Court in Cleveland, Ohio, to encouraging the illegal entry of Guatemalan nationals, including unaccompanied minors, into the United States for financial gain, announced Acting Assistant Attorney General John Gore of the Justice Department’s Civil Rights Division, U.S. Attorney Justin E. Herdman of the Northern District of Ohio, and Special Agent in Charge Stephen D. Anthony of the FBI’s Cleveland Division. Duran Ramirez is the fourth defendant to plead guilty in connection with a labor trafficking scheme that forced Guatemalan minors to work at egg farms in central Ohio.

According to the defendant’s plea agreement and admissions in court, the defendant, through his company, Haba Corporate Services, contracted to provide labor to Trillium Farms, knowing that the workers were unlawfully present in the United States. He further admitted to knowing that some of the workers were unaccompanied minors who had been coerced or threatened to enter the United States and then housed in an isolated trailer park in Marion, Ohio. In 2013 and 2014, Trillim Farms paid the defendant’s company approximately $6 million for its labor services.

“Motivated by greed, the defendant violated the immigration laws and contributed to the exploitation of vulnerable children who lacked immigration status,” said Acting Assisting Attorney General Gore. “The Department of Justice will use its resources to prosecute individuals who unlawfully victimize others for their own monetary profit.”

“This defendant profited off the desperation of children and their parents and other relatives,” said U.S. Attorney Justin Herdman for the Northern District of Ohio. “He knew some of the workers he delivered to Trillium Farms were underage, in the country illegally and were threatened or coerced. We will continue to work to eliminate human trafficking in all its forms.”

“This defendant, in conspiracy with three other previously convicted individuals, coerced and assisted individuals to enter the United States illegally, many of them children, forcing them to live in deplorable conditions and work for little to no wages,” said Special Agent in Charge Stephen D. Anthony of the FBI’s Cleveland Division. “These reprehensible actions are unacceptable and rest assured the FBI will continue to work with our partners to bring to justice those who engage in human trafficking.”

Duran Ramirez faces a sentence of up to 10 years in prison. His sentencing date has been set for Jan. 7, 2019.

Three other defendants—Aroldo Castillo-Serrano, of Guatemala, Ana Angelica Pedro-Juan, of Guatemala, and Conrado Salgado-Soto, of Mexico—previously pleaded guilty for their roles in the same labor trafficking scheme. Castillo-Serrano, the lead smuggler and primary enforcer, was sentenced to 188 months in prison; Pedro-Juan, who oversaw the victims in Ohio, was sentenced to 120 months; and Salgado-Soto, a subcontractor hired by Duran Ramirez, was sentenced to 51 months.

Those defendants admitted to recruiting workers from Guatemala, some as young as 14 or 15 years old, falsely promising them good jobs and a chance to attend school in the United States. The defendants then smuggled and transported the workers to a trailer park in Marion, Ohio, where they ordered them to live in dilapidated trailers and work at physically demanding jobs at Trillium Farms for up to 12 hours a day. The work included cleaning chicken coops, loading and unloading crates of chickens, de-beaking chickens and vaccinating chickens. During their sentencing, Senior United States District Judge James G. High Profile South Korean Delegation Is Now In Pyongyang. What Is Going On?

On September 18th, South Korean President Moon Jae-in and his close to 200-member delegation completed their first day of summit talks with North Korean leader Kim Jong-un in Pyongyang, North Korea.

This is the third face-to-face meeting between the Korean leaders in 2018, however, according to South Korean spokesman Yoon Young-chan it celebrated a number of firsts. Yoon told reporters that this is the first time Kim has opened a summit in Pyongyang. The military band, he added, welcomed the South Korean delegation with music usually reserved for the upper echelon of North Korea’s leadership.

It was also the first time Moon and Kim walked down the red carpet at Pyongyang’s Sunan International Airport and the South Korean leader inspected North Korean troops.

The two men, accompanied by their wives, embraced after Moon walked down the steps of his aircraft, before talking for a few minutes ahead of a welcome ceremony and a field gun salute, television pictures showed.

Following the welcome ceremony at the airport and separate lunches, the first session of the inter-Korean summit began at 3:45 p.m. local time, in the headquarters of the Central Committee of the North Korean Worker’s Party.

Prior to the leaders’ summit, Moon’s wife, Kim Jung-sook departed for Okyu Children’s Hospital at 2:30 p.m. accompanied by Kim’s wife, Ri Sol Ju.

Other South Korean envoys met with the chairperson of the Supreme People’s Assembly, Kim Young-nam, Tuesday afternoon, while business leaders met with Deputy Prime Minister of Ri Yong Nam.

Leaders from three of Seoul’s political parties were scheduled to meet the Vice Chairman of the Supreme People’s Assembly, An Dong Chun. Delegates who represent civil society sectors met with Kim Young Dae, chairman of the Social Democratic Party.

Following the summit, President Moon and the South Korean delegation will watch a performance of the Samjyun Orchestra at the Pyongyang Grand Theater, located on the Daedong River in Pyongyang.

The first day is to conclude at 9 pm local time.

The primary focus of Moon’s trip is to address ways to reduce tension on the Korean peninsula and ensure lasting peace, avoiding armed conflict. His second priority is to “facilitate North Korea-United States dialogue for denuclearization.”

Moon says denuclearizing the Korean Peninsula cannot be achieved without direct talks been Kim and U.S. President Donald Trump.

“I have confirmed the true will of Chairman Kim Jong Un and President Trump several times. I believe that the denuclearization issue can be progressed at a rapid pace if the two leaders face each other again and talk,” the South Korean president said.

Yoon said that Moon would relay the outcome of the denuclearization discussion with Kim directly to Trump during the UN General Assembly later in September.

The US continues to accuse North Korea of not fulfilling its duties under the denuclearization deal, however it has recently become apparent that it is, in fact, the US that appears to be failing its part of the deal. Despite US failure, relations between the South and North appear to be steadily improving.

There has been no press conference or news of the progress of the summit as of now.

There is, however, no shortage of expectations, albeit most of them limited.

According to the Eurasia Group, the meeting “will probably generate rosy headlines but do little to accelerate efforts to denuclearize North Korea.” Kim would push for enhanced North-South cooperation “especially in areas that promise economic benefits for the North,” it added.

In terms of economic cooperation, Moon has been pushing inter-Korean cooperation, but several South Korean newspapers urged caution on September 17th, with the Korea Herald calling the businessmen’s presence on the trip “untimely.” The businessmen in question are including Samsung heir Lee Jae-yong and the vice chairman of Hyundai Motor, among others.

“It is better to postpone economic projects involving the North until after negotiations to remove its nuclear program make substantial progress,” the Korea Herald said in an editorial.

Despite US accusations and limited expectations, the fact is that relations between the South and North appear to be steadily improving, with both sides claiming that they wish to leave armed conflict in the past, which is definitely a welcome outcome.
