Maduro disbanded the Venezuelan congress (and supreme court), and made up some shit that was all commie/pro Maduro. He then held an election where the people could only chose between his hand picked people. Due to the legit congress seeing that as an illegal election, and him not a legitimately elected President, they used a part of the Venezuelan constitution that calls for the leader of the house to be appointed president if there is a vacancy.
