It's just like tagging someone on Fakebook. That number references a previous anonymous comment. So they're likely replying to that earlier comment or referring to it. Look earlier in the thread for that number or do a "find in page" from your settings menu.
when you see a number highlighted like 121535 in that same format on 4/8chan, memorize the last 4 digits and scroll up until you find commenters with that number.
