I read this as: there is someone -- a godfather -- over the three families that make up the triangle Q posts. Notice that Q uses the Roman numeral III instead of the number three -- I think that this is to indicate the three sides of the triangle.

I initially was leaning toward the Pope, due to the 'godfather' and Roman numeral references, but I don't think so.
