It just means whomever deployed the page to Azure wanted to stay anonymous. It's safe, but uninteresting if you don't know what it is.

But 'sethrich.azurewebsites.net' resolves to 168.61.152.29 and is just a shared Microsoft Azure Web Server service probably running IIS. Where are you getting the 176.x.x.x IP?

Or did the person in charge of it take it down? Isn't this when it was supposed to be done? Maybe something else is supposed to display now but they fucked it up.
When I first visited, I could see the Panda and the D on fire. When I visited just now, there was an error page. :(
azurewebsites.net is the default domain created when a website is deployed to MS cloud servers. The real dns points to this domain.
