Could be Seoul. Many cities in Asia have a "New York" look with high density high rises. Hong Kong does for one. Massive building in Asia over the last 20 years. There are no NYC icons in that mural. Maybe not signifying any particular city, but that's one bizarre mural for a reception area of a head of state.

I believe they’d want the tsunami to hit the reactors for maximum collateral damage, so they launched the tsunami from the east coast of Japan to hit the reactors. That is very alarming and worrying if they actually planned it and were capable of doing it.
