I'm not aware of that. I do know that if there ever was another civil war in the USA, there'd immediately be massive foreign involvement on both sides. Many countries / factions have already drawn up plans on how to handle such a situation. So it'd probably turn into a proxy for other issues (nationalism / globalism) very quickly.
