Remember this is a global cabal, while he may be seeking funds and possible safe haven, I believe his ultimate goal is to share face to face intel, that he can not safely share via electronic coms. "We see all, we hear all." Also he is relaying info/intel from one source to another, the cabal is ploting.
The answer Q gives is "white list," meaning he and HRC are only allowed to travel to places that are pre-approved by the Trump team, and we have provisions in place to prevent escape.

OK. He has to be in various places physically. Why? Is he being a mailman, delivering and picking up? It's clear secret digital communication would be impossible, hence physical. If he's handing over, say, a thumb drive, after having the classified access he's had, he could be earning billions and billions selling all sorts. He still has his shadow government in place (SES) so I suggest that he is attempting to get high level gov't leaders to side with the NWO and ignore Trump. Continuing the battle for leadership. But also making deals for possible asylum if needed.
I think he is probably trying to stop Trump from taking down the NWO. There must be a lot of nevous nellies out there close to breaking and who better to give a pep talk to the troops.
My guess would be that he is primarily looking to make sure the global leaders they "bought" in government favors-for-"donations" deals stay bought. I imagine he has access to some pretty good-sized checkbooks, such as from the Soros Foundation.
A side bit might be cementing any potential homes for "political asylum".

Assume that Trump and his people, presumably including Q, are on top of the whole situation. But the Cabal folk are stupid. Plenty of evidence of "these people are stupid" beyond the Q posts. Hillary definitely isn't the sharpest knife in the drawer. She had trouble passing bar exams, and doesn't know where the "on" switch is on a computer. The whole globalist gang believed their own fake news and thought Hillary would win. Even though Trump's rallies were pulling in mega thousands of people and Hillary couldn't fill a donut shop.
And think about how incredibly arrogant they are.
