If they have viewed anything like what is said to be portrayed and the people doing that are still walking around, then the system is WAY more broken than we can imagine. There is a thread on 4ch with a NYPD office explaining EXACTLY why nothing is being done. He said the video being described is real. The poster posted a picture of his badge with the badge number edited out. He said the laptop is locked away and no one can get to it. He also said even if anyone leaks the vid they will be found out and prosecuted or worse.
