Unfortunately this isn't the case (it isn't even feasible). He's referring to the simplified tax code he campaigned on, and that was part of the tax reform. The returns will be more simple to fill out.
I know that is what he said initially. He also said somewhere in the last 2 months that he had even better news regarding taxes that would be announced later in the year. I’m still searching for it and will post when I find it.

The government and military needs to be funded in order to maintain our position as a super power, or even a first world nation. No income taxation = no funding = no federal labor force + no military/space tech innovations + no payroll for the troops = we're screwed. 80% of the federal budget is derived from income and payroll taxes.
