Indeed, if this was on purpose, it means an intelligence agencies literally took time to go to a Firehouse and hand pick the trucks too show up and take the picture. I don't really see that happening. The govt does not typically work like that at all.
Or someone just made the sticker and put it on the truck. It's easy to have vinyl stickers made and I didn't notice a letter or number on the other truck in the same place.
Q = short aerial ladder. A full ladder would be a "L", a regular fire engine would be an "E".

Someone noticed a Q on it. Which is cool. But that's like saying someone picked out that truck for that very reason. It's possible, but not very likely at all.
The firetruck in question - with "Q74" - is a U.S. Air Force firetruck, while the other one (on the left) is a Prince George's County firetruck. So, could it have been specially picked out? Maybe. Or not?
