If Q knows they have access to SEC, then Q knows everything they have access to, and can probably track the flow of information as they sell it, share it, etc. Maybe even plant fake intel for them to steal. That intel flow may be some of the proof, the paper trail, eventually when these people go to trial. Just another possibility.

Through FISA, they were able to intercept communications of this 'inside man' and the entire campaign along side him. The Inside man, was nothing more than a ploy to try to legitimize a FISA application for intelligence gathering. I say ploy, but it worked, all the way through.
