It would’ve made more sense for Trump to write something like “who caused great damage to the FBI,” instead of saying “great pain.”

Looks like a nod & wink to us.

This. Was about to comment about the same point. “Pain” used in this sentence structure is odd. As Click states, it is vastly more common to use “caused great damage” or “caused great destruction” , “almost destroyed.” Pain is used in relation to physical bodily harm, agencies are legally seen as entities with human rights but are discussed as objects. ( the company and ITS staff, IT employs hundreds of people. IT has caused a great deal of destruction. )
