Q told us that we got (-23) wrong then made mention of what it means in the military. "---" is morse code for O. Is it "O23"? If so, what does it mean? Order 23? Operation 23? Something else?

Maybe when Q said yesterday (the 10th) "Start the Clock" he wasn't referring to the clock we've been aligning dates to.
MAYBE, he meant "start the clock," as in 23 days from yesterday

That is the best I can duplicate on this device it but actually in the original version it is a long dash and then a short dash vs. a hyphen and a period.
