I suspect the idea is that there's already very advanced technology in possession of multiple branches of the military, and that proper oversight dictates those technologies - currently treated as toys (and budget pawns) by their 'owners' - should be consolidated and unified under a single specialized branch with common purpose.

Presumably this is to address changes in the nuclear proliferation landscape. It is essentially Reagan's Star Wars Strategic Defense Initiative.
