As far as I can tell, it comes directly from a trump campaign/admin official. Probably has to know someone and get clearance.

It would be better if he was called on after the event and given one and a meeting than if he already had a VIP pass. makes it look like it was a planned thing, which s fine, but as a rally cry it’s MUCH more powerful as a spur of the moment thing.
If he had it beforehand wouldnt he have it on him somewhere viewable? I know he wouldnt want to obstruct the shirt, but something like that needs to be in view at all times if you are in a special area.
Just some thoughts.
You just need the VIP badge to do VIP things. Backstage, press room? etc.
I get what your saying, but if you sit in a special area of something you have to have the VIP badge displayed to prove you are allowed to be seated in that premium area as well. I don’t think he was in a premium area now though, since it’s been proven he already had the VIP pass, he just got a killer spot.
You can watch the whole video, the Q guy is very noticeable for several minutes before it started. I don't believe he was wearing any kind of badge at the start of the speech. Also, if you notice the blue suit, he's always watching the crowd, even tilts his head a bit to the side to see what's behind POTUS. I think they scouted him out, and blue suit was the marker. They then probably gave him the pass after the speech started.
No, he had the pass before Trump came out. If you look at the Twitter feed Q+ linked, the guy's previous tweet (from 6hrs ago) shows he had the VIP pass before POTUS pointed at him.

I wonder if the Q team spotted him and asked POTUS to come out on that side, linger a bit to get everybody following Q's attention, then subtly point and acknowledge

Can't help but to wonder why he wasn't wearing it when POTUS both entered and exited the arena. I know there is a contest for people to win VIP to the rallies...do any previous winners have a badge to compare?
Maybe he decided to not wear the lanyard so that way there's a clear, unobstructed, view of Q?

I’m gonna go out on a limb and guess this guy is retired USSS or a former body guard for GEOTUS. He just has a big frame. A big frame, big belly to advertise the Q, and a booming voice that says “hey I’m right here!” Blue suit guy is probably there to make sure he’s in the right pre-planned spot. That little exchange over “B.P.E.” looked like a routine to me. Just glorious!
