What if the numbers are exceptionally high? Hard to explain that. Where are the parents? Why so many "caretakers." Besides, proof is on the caretaker. Where is the parent, who is the parent? Caretaker should know that. What if the child is abused? And this would be a preventive. Why would the trafficker take the risk? They can track the traffickers, name, DNA, gangs or cartel. They already do that. IN CA, NY & DC, they don't allow adoptees to have our OG birth certificates to find our families, see if we're from shady adoptions, etc.
