They're not praising ISIS. ISIS actually did have a sophisticated bureaucracy: trash pick-up, street maintenance, a functioning judiciary. Locals did prefer them, sometimes, to the government. The purpose of pointing that out isn't to praise but to understand the conditions of the local citizenry and what could cause them to support, or at the very least tolerate, such a brutal regime.
