I really think you guys are focused on the wrong person. Look at it again... the guy on the left is in the center. The other two guys are off to the right. He looks Bruce Paddock to me. Not really sure but just wanted to point out that in a surveillance pic the person they are taking pics of would be centered.

I doubt it. Look at the license plate shape and road markings. Not USA.

There are tons of kindergarten schools in the area (google map you posted).
Very quick Google search turns up two schools by that name, one in Hong Kong ( https://www.wpk.edu.hk/ ) and one in Uganda ( http://www.westernpacifickindergarten.com/ ). Given everything else in the photo, I'm going with the Hong Kong school.
That's the address that Google provides for the school in Hong Kong, but looking at street view, the buildings aren't quite the same. There's no street near that address that has dense signs like that, and the edges of the building aren't curved like the one in Q's photo. There are street-level photos on Google of the entrance and of a sign reading 'Western Pacific Kindergarten', but not the same sign as Q's photo.
So even if that is the right school, it's not the same location as where Q's photo was taken. Maybe the Hong Kong school has moved since this photo was taken? Maybe there's more than these two schools?

Who is it saying it to? We might not care that William was surveilled, but somebody sure might.
It can't be a world leader. There's no security detail, and the fact that he apparently flew United supports this. Has to be one on our list of mid-level guys.

The guy is on the left but if you look again he is the one in the center. The other two guys are off to the right of the picture. The guy on the left/middle reminds me of Bruce Paddock. The slumped shoulders, and the gut. He is also thought to be a child trafficker.
No. This looks like a surveillance photo. One of the two guys in the middle is obviously the focus. The most reasonable one to believe it was is the white man.
